Within minutes, at least thirteen of them were dead, their boats riddled with gunfire from a vessel flying the Mozambican flag and carrying men in military uniform. The navy had come not to protect, but to kill.<\/p>\n<p>This horrific incident, which occurred near the village of Kalugo in Cabo Delgado province, has sent shockwaves through coastal communities already battered by years of Islamist insurgency. According to local sources and confirmed by the independent conflict monitor ACLED, members of the Mozambican Navy opened fire on fishing boats around 7 a.m., leaving more than a dozen dead and several others seriously wounded. Witnesses describe panic on the water, with fishermen attempting to flee as bullets struck their vessels. Three of the injured\u2014men identified locally as Nquindo, Kajale, and Sumail\u2014were transferred to the Provincial Hospital in Pemba after receiving initial treatment. Others simply never came home.<\/p>\n<p>What makes this tragedy particularly galling is the silence that has followed. As of this writing, neither the Mozambican government nor the military has issued any official statement acknowledging the incident, let alone accepting responsibility. Residents sought a meeting with the local force commander but received no response. This vacuum of accountability speaks volumes about how civilian lives are valued in the calculus of counterinsurgency.<\/p>\n<p>The context matters, of course. Cabo Delgado has been ravaged since 2017 by an Islamic State-linked insurgency that has claimed approximately 6,500 lives and displaced hundreds of thousands. Security forces, supported by Rwandan troops, are engaged in difficult operations against an enemy that blends into local communities. French energy giant TotalEnergies only recently restarted its massive liquefied natural gas project in the region, suspended since a deadly 2021 attack that killed some 800 people. The military&#8217;s suspicion that insurgents may use fishing vessels for incursions is understandable, even legitimate.<\/p>\n<p>But suspicion is not evidence. And evidence does not justify extrajudicial execution.<\/p>\n<p>This is not an isolated incident. In September 2025, approximately sixteen fishermen were killed in similar circumstances near Rolas Island, further south. Mozambican forces in Cabo Delgado have previously faced accusations of abuses against civilians, yet meaningful accountability has remained elusive. When patterns repeat without consequence, they cease to be aberrations and become policy.<\/p>\n<p>The asymmetry here is devastating. The fishermen were engaged in the most basic of human activities: pursuing livelihoods to feed their families. They were not armed. They were not attacking anyone. They were pulling nets from the sea at dawn, likely unaware that their government&#8217;s navy viewed them as targets rather than citizens deserving protection. One local resident put it simply: &#8220;Some of the fishermen had left their homes to seek sustenance\u201d. They found death instead.<\/p>\n<p>The Mozambican military will likely argue that the tragic outcome resulted from the fog of war, from the immense pressure of fighting an elusive insurgent threat. But the fog of war does not excuse the absence of accountability. If those who fired on unarmed civilians cannot be identified and held responsible, then the institution itself bears collective guilt. And if the institution bears guilt yet faces no consequences, then civilians in conflict zones learn a devastating lesson: the people sent to protect them may kill them with impunity.<\/p>\n<p>This is precisely the dynamic that fuels insurgencies. When communities cannot distinguish between the terrorists and the counter-terrorists, when they mourn their dead from both sides, the moral advantage that governments should hold evaporates. Every fisherman killed by the navy becomes a recruitment tool for the very insurgents the military claims to be fighting.<\/p>\n<p>The international community, which has invested heavily in Mozambique&#8217;s stability\u2014including through Rwandan military deployments and renewed energy sector investment\u2014must not look away. Donor nations and multilateral partners should make clear that counterinsurgency operations conducted without regard for civilian life undermine the very stability they seek to achieve. Accountability is not optional; it is essential.<\/p>\n<p>The government in Maputo must launch an immediate, transparent, and independent investigation into the March 15 killings. Those responsible must be identified and prosecuted. Compensation must be provided to the families of the deceased and injured. And protocols must be established to prevent future incidents\u2014including clear rules of engagement that prioritize de-escalation and positive identification of threats before lethal force is authorized.<\/p>\n<p>None of this will bring back the fishermen of Kalugo. But it might signal to the thousands of other fishermen along Cabo Delgado&#8217;s coast that their government recognizes their humanity. It might begin to rebuild trust between communities and the forces ostensibly deployed to protect them.<\/p>\n<p>The insurgents seek to destroy Mozambique&#8217;s social fabric. When the navy kills civilians and the government stays silent, they do the insurgents&#8217; work for them.
