With 58 berths handling containers, vehicles, break bulk, dry bulk, and even passengers, its scale is impressive. Each year, the port manages 2.6 million TEUs of containerized cargo, 13 million tons of dry bulk, 4.6 million tons of break bulk, 560,000 vehicles, and roughly 22 million kiloliters of liquid bulk. These numbers speak to a complex, high‑volume environment where efficiency is not simply a goal but a necessity.

What struck the Deputy Minister most was the depth of investment in both port and rail infrastructure, and the way the public and private sectors work together to enhance service delivery.

A notable example is the 25‑year concession agreement between the port authority and ICTSI, which began in January 2026 for the operation of Pier 2. That partnership is designed to expand container handling capacity and more than double operational efficiency—a bold step that reflects a growing recognition that ports thrive when they combine public oversight with private operational expertise.

Speaking after the visit on March 20, 2026, Minister Kihenzile expressed satisfaction with what he had seen. He noted that Tanzania is already benefiting from similar models, citing the involvement of DP World and Adani Ports (through TEAGTL and TICTS) in parts of Tanzania’s own port operations.

These partnerships, he observed, are helping to drive efficiency, reduce turnaround times, and improve the overall competitiveness of the country’s maritime gateway.

Yet port efficiency does not rest on terminal management alone. Equally important is the seamless movement of cargo to and from the hinterland. Here again, Durban offers a useful comparison.

The Deputy Minister highlighted that Tanzania’s investments in rail infrastructure—the Standard Gauge Railway, the Meter Gauge Railway, and the TAZARA line—are designed to complement port operations, speeding up loading, discharge, and onward transportation.

When a port is well connected by reliable rail, the benefits multiply: trucks are less congested on roads, cargo moves faster to markets, and the port itself can handle higher volumes without becoming a bottleneck.

What makes these developments particularly significant is the underlying philosophy. Ports are not isolated facilities; they are nodes within a broader logistics network. The success of any major port today depends on three interconnected pillars: modern infrastructure, efficient terminal operations often driven by private sector expertise, and strong transport links to the interior. Durban is pursuing all three, and Tanzania, through its own investments and partnerships, is moving along the same path.

The Deputy Minister’s visit was therefore more than a fact‑finding mission. It was an affirmation that, across the region, port authorities and governments are recognizing a common truth: sustainable growth in the maritime sector requires consistency, collaboration, and a long‑term perspective. Global disruptions may bring temporary shifts in trade flows, but lasting success comes from building reliable systems that function well under normal conditions.

For Tanzania, the lessons from Durban are clear. The partnerships with DP World and Adani Ports are already delivering results, and the continued development of rail infrastructure will only strengthen the competitiveness of Tanzanian ports.

At the same time, there is room for continuous learning—sharing experiences with peers, adapting best practices, and ensuring that regulatory and policy environments remain supportive of both public investment and private enterprise.

As the Deputy Minister noted, the goal is not simply to have modern infrastructure, but to ensure that infrastructure is used efficiently and sustainably. When ports operate smoothly, the benefits ripple outward: businesses gain predictability, consumers see more reliable supply chains, and the economy as a whole becomes more resilient.

In the end, the image of a well‑managed port—whether in Durban or Dar es Salaam—is not one of idle ships waiting at anchor, but of orderly activity, where vessels are turned around quickly, cargo moves without delay, and the workforce is supported by sound systems and clear partnerships.

The visit to Durban reaffirmed that this vision is achievable. With continued focus on investment, collaboration, and integration across transport modes, Tanzania is well placed to realize that vision for its own ports and for the wider region.

When Tanzania’s Deputy Minister for Transport, David Kihenzile, stepped onto the quayside of the Port of Durban recently, he was not merely on a routine inspection.
