Backed by a 2024 hydrocarbons agreement with Somalia, this campaign moves beyond seismic prospecting into actual deepwater drilling—anchoring Türkiye’s expanding maritime and geopolitical footprint in the Horn of Africa.

At the core of this development lies the “Agreement Between the Government of the Republic of Türkiye and the Federal Government of the Federal Republic of Somalia in the Field of Hydrocarbons,” signed in Istanbul on March 7, 2024, by Energy Minister Alparslan Bayraktar and Somalia’s Petroleum Minister Abdirizak Omar Mohamed.

This accord was carefully thought and built on a broader defense and economic cooperation framework concluded just weeks earlier—an understanding that signaled Türkiye’s intent to embed itself deeply within Somalia’s security, economic, and maritime sectors. In effect, energy cooperation has become the most tangible expression of a widening strategic alliance.

The Çağrı Bey—following earlier seismic surveys by the Oruç Reis—transitions this partnership from exploration toward exploitation. For Somalia, a country whose offshore hydrocarbon potential is often estimated at up to 30 billion barrels, this moment carries immense symbolic and economic weight.

After decades of state collapse, insecurity, and underdevelopment, the prospect of harnessing offshore oil and gas offers a pathway to fiscal independence, infrastructure development, and geopolitical relevance.

Yet this promise is inseparable from the agreement’s structure—terms that have sparked both optimism and unease. The framework grants sweeping operational authority to the Turkish Petroleum Corporation (TPAO), including rights to explore, develop, produce, transport, refine, and market hydrocarbons across designated Somali blocks.

Notably, these rights were awarded without competitive bidding—a departure from conventional international petroleum licensing practices. While direct awards can expedite investment and reduce bureaucratic inertia, they inevitably raise questions about transparency, value optimization, and national sovereignty.

The fiscal provisions are even more striking. Allowing cost recovery of up to 90 percent of annual production places Somalia at the extreme disadvantage end of production-sharing frameworks. In practical terms, this means that for years—perhaps decades—Somalia may see only a fraction of the revenue from its own resources as TPAO recoups its investment.

Coupled with a modest royalty cap of 5 percent and the absence of signature bonuses, surface rents, or administrative fees, the early financial returns to Somalia are likely to be minimal.

From Türkiye’s perspective, however, these terms are neither unusual nor unjustified. Offshore drilling in frontier basins is capital-intensive and high-risk. The Somali basin, though geologically promising, remains largely unexplored and logistically challenging.

Security risks, infrastructure deficits, and regulatory uncertainties all elevate the cost of entry. Generous fiscal incentives are therefore seen as necessary to attract and retain a committed operator willing to take on such risks. For Türkiye, the agreement secures not just access to hydrocarbons, but also a strategic foothold in a region straddling critical maritime corridors linking the Middle East, Africa, and Asia.

Indeed, the geopolitical dimension cannot be overstated. Türkiye’s deepening engagement in Somalia—spanning military training, port development, humanitarian aid, and now energy—positions it as a central external actor in the Horn of Africa.

The hydrocarbons agreement complements its naval and security support, creating a comprehensive influence architecture that extends from land to sea, from governance to resource extraction. In this context, the Çağrı Bey’s drilling campaign is as much a geopolitical statement as an industrial operation.

For Somalia, the challenge lies in balancing urgency with prudence. The desire to unlock offshore wealth is understandable, even compelling. But the structure of this partnership raises legitimate concerns about long-term national benefit.

The absence of strong local content provisions, training obligations, and domestic supply requirements risks limiting skills and technology transfer to Somali citizens and institutions. Similarly, the ability of Turkish entities to assign rights to third parties without establishing a local presence could dilute accountability and reduce local economic spillovers.

Equally significant is the choice of dispute resolution under the International Centre for Settlement of Investment Disputes framework, with arbitration seated in Istanbul. While this offers investors a neutral and internationally recognized mechanism, it also places Somalia at a potential disadvantage in legal disputes, particularly given asymmetries in capacity and experience.

Critics within Somalia have therefore framed the agreement as overly generous, arguing that it deviates from the country’s own model production-sharing agreements and petroleum laws. They warn that the combination of high cost recovery, low royalties, and waived bonuses could deprive federal member states and local communities of much-needed revenue, especially in the critical early years of production. These concerns are not merely technical; they speak to broader questions of equity, federalism, and resource governance in a fragile state.

Yet it would be simplistic to dismiss the agreement as exploitative. Somalia’s negotiating position—shaped by decades of instability, limited institutional capacity, and urgent development needs—inevitably constrains its leverage. In such contexts, partnerships often reflect a trade-off between immediate investment and long-term revenue optimization.

The key question is not whether concessions were made, but whether they were made strategically—and whether Somalia can, over time, renegotiate or recalibrate terms as its capacity and stability improve.

The arrival of Çağrı Bey thus represents both an opportunity and a test. It is an opportunity to transform geological potential into tangible economic gains, to build institutional capacity in petroleum governance, and to integrate Somalia into the global energy economy.

But it is also a test of governance, transparency, and strategic foresight. The venture’s success will depend not only on hydrocarbons beneath the seabed, but on the policies, institutions, and political will above it.

For the broader region—including maritime economies like Kenya—these developments carry significant implications. A hydrocarbon-producing Somalia could reshape trade flows, port competition, and regional energy dynamics.

It could also intensify geopolitical competition among external powers seeking influence in the Western Indian Ocean. In this evolving landscape, cooperation rather than rivalry will be essential to ensure that resource development contributes to regional stability, not tension.

As the drill bit of Çağrı Bey prepares to pierce the seabed at Curad-1, it carries the weight of expectation, controversy, and possibility. Whether this moment becomes the foundation of Somalia’s economic renaissance or a cautionary tale of resource mismanagement will depend on decisions yet to be made.

What is certain, however, is that the Horn of Africa has entered a new phase—one in which energy, geopolitics, and national ambition are inextricably intertwined.

The arrival of the Turkish deep-sea drillship Çağrı Bey off Somalia’s coast marks the operational launch of Ankara’s most consequential offshore energy venture in the Western Indian Ocean.
