{"id":1663,"date":"2026-06-17T05:51:51","date_gmt":"2026-06-17T05:51:51","guid":{"rendered":"https:\/\/maritimebizreview.com\/?p=1663"},"modified":"2026-06-17T05:51:51","modified_gmt":"2026-06-17T05:51:51","slug":"why-kenya-should-strictly-comply-with-the-stcw-among-schools-and-instructors","status":"publish","type":"post","link":"https:\/\/maritimebizreview.com\/?p=1663","title":{"rendered":"Why Kenya should strictly comply with the STCW among schools and instructors"},"content":{"rendered":"<p>Kenya stands at a pivotal moment in its pursuit of a thriving Blue Economy.<\/p>\n<p>With a strategic coastline, expanding port infrastructure, and growing ambitions to supply competent seafarers to the global shipping industry, the quality of our Maritime Education and Training (MET) institutions is more than an academic concern\u2014it is a matter of national economic security, maritime safety, and international credibility.<\/p>\n<p>At the heart of this effort lies the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention, 1978, as amended). Regulation I\/6 and Section A-I\/6 of the STCW Code establish clear, mandatory benchmarks for instructors, supervisors, and assessors.<\/p>\n<p>These professionals must possess relevant subject-matter expertise\u2014typically backed by certificates of competency or equivalent seagoing experience at or above the level they teach\u2014alongside practical operational experience and specialized training in instructional techniques and assessment methods. Simulator instructors require additional familiarity with both the equipment and its pedagogical application.<\/p>\n<p>These are not optional guidelines. They form the foundation of a robust quality standards system under Regulation I\/8, ensuring that training produces seafarers capable of serving safely and competently aboard international vessels. As a party to the Convention and a member of the IMO White List, Kenya has committed to these standards. Yet persistent challenges in MET quality, instructor preparedness, and overall system effectiveness reveal gaps that demand urgent action.<br \/>\n<strong><br \/>\nMET institutions\u2019 obligations<\/strong><br \/>\nAll maritime education and training institutions in Kenya\u2014whether long-established like the Technical University of Mombasa, the Railways Maritime Training Institute in Kisumu, and Bandari Maritime Academy, or newer centres approved by the Kenya Maritime Authority (KMA)\u2014must fully align with STCW requirements.<\/p>\n<p>That means implementing and maintaining a documented Quality Standards System that explicitly covers the qualifications, experience, and ongoing professional development of instructors and assessors;<\/p>\n<p>Ensuring that training programs, facilities (including simulators), and assessment practices meet or exceed STCW competence tables; and<\/p>\n<p>Undergoing regular audits, evaluations, and continuous improvement to sustain KMA approval and international recognition.<\/p>\n<p>Partial compliance or reliance on outdated practices risks producing seafarers whose certifications may face scrutiny abroad, limiting employment opportunities and damaging Kenya\u2019s reputation in the global maritime labour market. In an industry where human error remains a leading cause of incidents, substandard training is not merely inefficient\u2014it is dangerous.<\/p>\n<p><strong>Call to Instructors<\/strong><br \/>\nTo every lecturer, trainer, and assessor currently working in Kenya\u2019s MET institutions: the time for professional upgrading is now. STCW demands that instructors receive targeted training in instructional techniques and practices, and that assessors master fair and valid assessment methodologies. IMO Model Course 6.09 (Training Course for Instructors) serves as an excellent international benchmark, and national programmes aligned with it should be prioritised.<\/p>\n<p>We urge all instructors to do the following: pursue and complete approved \u201cTrain the Trainer\u201d or equivalent instructor\/assessor courses; maintain and document relevant seagoing or operational experience tied to their teaching areas; engage in continuous professional development to keep pace with technological advances\u2014such as digital simulation\u2014and evolving STCW amendments.<\/p>\n<p>The KMA, in partnership with institutions and possibly international collaborators, should facilitate accessible, affordable, and mandatory programs to make this transition smooth. Institutions, for their part, must support their staff through sponsorship, study leave, or in-house capacity-building initiatives.<\/p>\n<p>The Critical Need for a National Merchant Navy Training Board in Kenya<\/p>\n<p>Beyond institutional compliance and individual instructor upgrading, Kenya requires a systemic coordination mechanism to align maritime training with industry demands. This is the role of a National Merchant Navy Training Board (NMNTB) \u2014a dedicated body that brings together government regulators (KMA), MET institutions, shipowners, seafarer unions, and international partners.<\/p>\n<p>Currently, Kenya lacks a structured forum to harmonise curricula, standardise instructor qualifications, forecast manpower needs, and facilitate sea-time placements for cadets. The consequences are fragmented training outputs, mismatched skills, and underutilised graduate seafarers.<\/p>\n<p>A properly constituted National Merchant Navy Training Board would:<br \/>\na) Develop and periodically update a national maritime training policy aligned with STCW and current industry practices.<\/p>\n<ol>\n<li>b) Set minimum qualification and continuing professional development (CPD) standards for instructors and assessors across all MET institutions.<\/li>\n<li>c) Coordinate sea-time training and apprenticeship placements by liaising with local and international shipping companies, ensuring cadets gain mandatory onboard experience.<\/li>\n<li>d) Establish a national database of qualified seafarers to aid employment, career tracking, and evidence-based policy-making.<\/li>\n<li>e) Facilitate instructor exchange programs, workshops, and joint curriculum development to break institutional silos and raise quality uniformly.<\/li>\n<li>f) Advise the government on funding priorities, including scholarships, simulator upgrades, and trainer development programs.\n<p>Countries with mature maritime sectors\u2014such as the United Kingdom, India, and the Philippines\u2014operate successful national training boards or equivalent bodies. Kenya, aspiring to become a regional maritime hub, cannot afford to lag behind.<\/li>\n<\/ol>\n<p>The Kenya Maritime Authority should take the lead in convening stakeholders to establish the NMNTB within the next twelve months, supported by a dedicated secretariat and clear terms of reference.<\/p>\n<p><strong>Value of STCW<\/strong><br \/>\nFull adherence to STCW instructor standards, backed by a coordinated National Merchant Navy Training Board, will elevate the entire seafarer training ecosystem. It will boost the employability of Kenyan seafarers, attract foreign investment in maritime training, strengthen safety culture, and position Kenya as a regional hub for quality MET in East Africa.<\/p>\n<p>The Kenya Maritime Authority has a critical leadership role in enforcement, monitoring approved institutions, and publishing clear guidelines. Policymakers, funding bodies like HELB, and industry stakeholders must align resources behind this push.<\/p>\n<p>Our editorial stance is clear: Kenya cannot afford mediocrity in maritime training. All MET institutions must immediately review and strengthen their compliance with STCW Regulation I\/6 and related provisions. All instructors must undertake the necessary training and qualification upgrades without delay. And the government must urgently move to establish a National Merchant Navy Training Board to provide strategic oversight and industry alignment.<\/p>\n<p>These are not impositions\u2014they are investments in safer seas, competent professionals, and a thriving Blue Economy. The global maritime community is watching. Let Kenya lead by example.
