The consultative meeting held in Nairobi on 16–17 July 2026 was far more than another regional conference. It represented a collective acknowledgment that Africa cannot become a serious maritime power without first investing in world-class maritime education, research, innovation, and human capital.

The presence of Kenya’s Principal Secretary for the State Department for Shipping and Maritime Affairs, Aden Abdi Millah, alongside MOESNA Secretary General Kassim K. Mpaata, underscored the political commitment required to transform this ambitious vision into reality. Equally significant was the participation of industry stakeholders such as the Institute of Chartered Shipbrokers (ICS) East Africa, whose contribution demonstrates that maritime education must remain closely aligned with the practical needs of shipping, ports, logistics, trade, and marine services.

For decades, African countries have invested billions in port infrastructure. Modern container terminals, expanded berths, improved logistics corridors, and digital port systems have become symbols of economic progress. Yet the development of maritime human capital has not kept pace with these physical investments. Ports alone do not create maritime nations. People do.

The shortage of qualified seafarers, marine engineers, naval architects, shipbrokers, maritime lawyers, logistics specialists, port managers, and maritime economists continues to limit Africa’s participation in the global shipping industry. While international shipping moves more than 80 percent of global trade by volume, Africa still contributes only a small fraction of the world’s maritime professionals.

The proposed Regional Maritime University offers an opportunity to reverse this imbalance.

Rather than each country attempting to build expensive specialized institutions independently, a regional university would pool expertise, resources, and academic excellence. Such an institution could become a centre for advanced maritime education, applied research, policy development, and technological innovation serving Eastern, Southern, and Northern Africa.

Importantly, the university should not merely replicate existing maritime academies. Institutions across the region already provide Standards of Training, Certification and Watchkeeping (STCW) programs for seafarers. The new university should occupy a different strategic space—offering postgraduate education, executive leadership programs, specialized research, and professional development in emerging maritime disciplines.

Its curriculum should embrace digital shipping, artificial intelligence, autonomous vessels, cybersecurity, maritime decarbonization, green ports, offshore renewable energy, marine spatial planning, ocean governance, maritime arbitration, supply chain resilience, and climate adaptation. These are the subjects that will define global shipping over the coming decades.

Africa cannot afford to educate today’s students for yesterday’s maritime industry.

The participation of the Institute of Chartered Shipbrokers East Africa deserves particular recognition. Shipping is fundamentally a commercial enterprise, and the success of maritime transport depends as much on commercial expertise as it does on technical competence. Shipbrokers occupy a central position in connecting shipowners, charterers, cargo interests, and financial institutions. Their involvement ensures that the future university remains responsive to the realities of international maritime commerce rather than becoming an isolated academic institution.

Chairman Elijah Mbaru’s invitation to the Principal Secretary and the MOESNA Secretary General to attend the upcoming ICS event in Mombasa this August is more than ceremonial. It represents an opportunity to deepen dialogue between policymakers, regulators, educators, and industry practitioners. Such partnerships will determine whether the university becomes a living institution that serves industry or simply another academic establishment disconnected from market realities.

However, endorsement of an implementation plan is only the first step.

Africa has witnessed many excellent regional initiatives that generated enthusiasm during launch ceremonies only to struggle later due to inadequate financing, fragmented political commitment, or weak institutional coordination. The Regional Maritime University must avoid this fate.

Member States must now agree on sustainable funding arrangements, governance structures, academic accreditation, faculty recruitment, and student mobility frameworks. They must also determine how qualifications awarded by the university will be recognized across jurisdictions to facilitate labor mobility throughout the region.

The institution should also establish close partnerships with global maritime universities, the International Maritime Organization, classification societies, shipping companies, port authorities, and international development partners. Such collaborations would enhance academic quality while providing students with practical exposure through internships, exchange programs, and research partnerships.

Equally important is ensuring that the university contributes directly to solving Africa’s persistent maritime labor challenges. One of the greatest barriers facing aspiring seafarers remains access to mandatory shipboard sea time required for professional certification. Academic excellence alone cannot address this bottleneck. The university should therefore work alongside governments and industry to negotiate structured cadet placement programs with international shipping companies, ensuring that graduates can complete the practical training necessary for global employment.

Research should become another defining pillar of the institution. Africa requires home-grown solutions to challenges including illegal fishing, maritime security, port efficiency, coastal resilience, marine pollution, offshore resource management, and Blue Economy development. Too often, policy decisions are informed by research conducted outside the continent. A Regional Maritime University can become the intellectual engine that generates African solutions to African maritime challenges.

Kenya is particularly well positioned to champion this initiative. With the Port of Mombasa serving as one of Africa’s principal gateways, expanding maritime training institutions, and growing regional influence in shipping and logistics, Kenya possesses both the experience and infrastructure necessary to support this continental ambition. Leadership in maritime education would naturally complement the country’s investments in ports, shipping services, and Blue Economy development.

Ultimately, the establishment of the Regional Maritime University is about far more than education. It is about positioning Africa to compete in a rapidly evolving global maritime economy. It is about creating high-quality employment for young people. It is about strengthening regional integration. It is about reducing dependence on foreign expertise while nurturing African excellence.

History will judge this Nairobi consultative meeting not by the quality of its presentations or the elegance of its implementation plan, but by whether today’s commitments result in a university that transforms lives, advances research, and strengthens Africa’s maritime competitiveness.

The vision has been endorsed. The consultations have concluded. The roadmap has been validated.

The time has come for implementation. Africa’s maritime future depends on it.

The decision by the Maritime Organization for Eastern, Southern and Northern Africa (MOESNA) to validate and endorse the final implementation plan for a Regional Maritime University marks one of the most consequential developments for Africa’s maritime sector in recent memory.
