They have heard endless promises about procurement, security systems, technical preparations and international compliance. They have watched governments change, officials rotate, committees hold meetings and agencies give assurances. Yet, for the men and women whose livelihoods depend on the sea, the question remains painfully simple: when will they actually hold the document in their hands? That question now needs a clear answer.

The recent appearance of Kenya Maritime Authority Director General CPA Omae Nyarandi, alongside Cabinet Secretary Ali Hassan Joho and Principal Secretary Aden Milah, before the Parliamentary Committee on Diaspora and Migrant Workers is significant. It shows that the issue has finally gained the political and parliamentary attention it deserves. But an update is not delivery. For a Kenyan seafarer, the SID is not a ceremonial project or a box to tick on a procurement checklist. It is a tool for survival. A seafarer who cannot get internationally accepted identity documents on time can lose a job, miss a ship’s joining date, or be locked out of an opportunity that may never come around again. That is the real cost of bureaucratic delay, and the government must be held accountable for it.

The government reports that important technical milestones have been reached. Security enhancements have been made at the production facility in Bahari Towers, card-personalisation equipment has been tested, and preparations are underway to integrate the system with the Communications Authority of Kenya through Public Key Infrastructure. These are positive steps, but they are not what seafarers are waiting for. The real benchmark is much simpler: when will applications open, when will cards be issued, and when will the first seafarers actually use this document to secure overseas employment? Governments can announce infrastructure and committees indefinitely, but the true test of any policy is whether it changes people’s lives. In this case, that means putting a recognised, secure card into seafarers’ hands without further delay. Anything less turns this project into yet another example of Kenya’s famous gap between grand policy and weak implementation.

The irony is hard to ignore. Kenya has spent years positioning itself as a major Blue Economy player, with policy papers full of confident talk about shipping, ports, fisheries and maritime employment. Yet the country still struggles to provide one of the most basic tools its seafarers need to participate in the global labour market. This contradiction must be faced. Kenya wants to export maritime professionals, but those professionals cannot move efficiently across borders without proper documentation. The shipping industry does not wait for government offices. Shipowners and crewing agencies work on tight schedules, crew-change windows and commercial deadlines. A seafarer who cannot produce the right papers when needed is simply replaced, with no compensation for the lost chance. For a young Kenyan who has spent years on maritime training, courses and certifications, losing an international placement over a documentation problem is not just an inconvenience—it is a devastating economic blow.

The government’s decision to design the Kenyan e-SID to meet ILO Convention No. 185 and ICAO specifications is welcome. The goal should be a secure, machine-readable credential that allows legitimate travel while protecting seafarers from fraud. But meeting standards on paper is not enough. Kenya must make sure the system is also fast, affordable and easy to navigate. Clear service standards should be published. Applicants need to know how many working days they will wait, what the fee will be, where to apply, how to track their documents, what to do if there are errors, and what happens if they get a job offer with a tight deadline. Who is responsible when a document is delayed? And what safeguards will stop this from becoming yet another bureaucratic maze where applicants make repeated trips to government offices? These are not unreasonable questions—they are basic expectations of a functional public service.

Parliament now has a crucial role. Oversight cannot stop at receiving progress reports. The committee must demand measurable timelines and verifiable outcomes. It should ask for a clear schedule covering the remaining work, including PKI integration, system certification, testing, application launch and actual card issuance. It should also demand a full financial account of the project from the start. How much public money has been spent? What procurement decisions were made? What caused past delays? Were contracts honoured? Which agencies are still holding things up? And when is the final deadline? Taxpayers and seafarers deserve straight answers. Transparency is not an attack on the government; it is the only way to ensure that a vital project does not get stuck in the familiar cycle of promises and excuses.

There is another uncomfortable truth that Kenya must face. A SID, no matter how advanced, does not create a job. It only makes it easier for a qualified seafarer to take one. This distinction matters. Maritime policy cannot be reduced to issuing identity cards while thousands of trained young people cannot get the sea time they need to advance their careers. The country’s biggest human-resource challenge is still the transition from classroom to ship. A young person can complete training and pass all exams, yet spend years hunting for a shipboard placement. Policymakers must tackle this bottleneck with the same urgency they give to the SID. If Kenya is serious about becoming a supplier of maritime labour, the SID must be part of a much larger employment strategy that includes cadetships, structured sea-time opportunities, bilateral agreements with flag states, ethical recruitment, welfare support and real links to international shipping companies. Otherwise, we risk producing qualified seafarers who remain permanently stuck on land.

The global maritime labour market is fiercely competitive. Countries like the Philippines, India, Indonesia and China have built entire ecosystems that link training, certification, crewing and shipping companies. Kenya is competing for the same jobs. There is no excuse for treating seafarer documentation as a slow, leisurely administrative exercise. Every month of delay gives those rival countries another advantage. Every missed ship is a lost wage. Every cadet who cannot secure sea time is a wasted investment. Every unemployed seafarer is a lost opportunity for household income and foreign exchange. The economics are straightforward.

Kenya’s Blue Economy conversation has often been dominated by big infrastructure projects—ports, terminals, logistics corridors and investment deals. Those are important, but the Blue Economy is ultimately about people. A maritime nation cannot be built from concrete and policy papers alone. It needs skilled Kenyans working on ships, running maritime operations, managing logistics, conducting research and providing professional services. Seafarers must be placed at the very heart of this agenda. The SID is one part of that architecture, and a potentially important one, but only if it actually works.

The government has shown that it understands the strategic importance of the SID. Now it must show that it can deliver. Seafarers do not need another general assurance that things are progressing. They need a concrete operational timeline. They need to know when outstanding technical work will finish, when they can apply, when the first cards will be printed, and what service standards will follow. They also need confidence that the document will be recognised by the countries and shipping companies where they seek work. Most of all, they need a system that respects the simple truth that time at sea is money. A ship does not wait for a government office, and neither does a shipowner, a crewing agency or Kenya’s seafarers.

The SID should have been a straightforward tool for professional mobility. Instead, its long journey has exposed a deeper problem in Kenya’s maritime governance: the persistent gap between what is declared and what is delivered. That gap must now be closed. The government deserves credit for bringing the project this far, but credit for progress does not erase accountability for delay. The question is no longer whether Kenya needs this document—that debate is over. The question is whether the government will finally deliver it on time, at a fair cost, with transparent processes and without creating another bureaucratic obstacle. For Kenyan seafarers, this card is more than plastic and chips. It is a passport to the world’s maritime labour market. After years of waiting, they deserve to know exactly when they will finally receive it.

For years, Kenyan seafarers have been told that the Seafarers’ Identity Document, or SID, is finally on its way.
