The National Assembly’s Departmental Committee on Transport and Infrastructure has cleared the Bandari Maritime Academy Bill, 2025\u2014a development that transcends routine parliamentary procedure. This is a defining moment for Kenya’s maritime trajectory.<\/p>\n
As the country pours investment into ports, logistics corridors, and the broader Blue Economy, a fundamental question demands an answer: Who will supply the skilled human capital to operate and sustain this maritime economy?<\/p>\n
This question lies at the very core of the proposed legislation.<\/strong><\/p>\n The Bill seeks to establish Bandari Maritime Academy through an Act of Parliament, providing a comprehensive framework for its functions, governance, management, and administration. It will supersede the current framework established under the Bandari Maritime Academy Order, Legal Notice No. 233 of 2018.<\/p>\n This is not a mere legal adjustment. It represents a strategic opportunity to endow Kenya’s premier maritime training institution with the statutory authority and institutional capacity to evolve into a genuine centre of excellence in maritime education, training, research, and innovation.<\/p>\n Kenya cannot become a maritime nation without first becoming a maritime human-capital powerhouse.<\/p>\n Ships demand captains, navigators, and marine engineers. Ports require pilots, vessel-traffic operators, cargo specialists, and logistics professionals. The shipping industry needs maritime lawyers, shipbrokers, surveyors, managers, and technology experts. The emerging Blue Economy calls for marine scientists, researchers, environmental specialists, and innovators.<\/p>\n Infrastructure alone cannot deliver maritime prosperity.<\/p>\n People do.<\/p>\n Parliament Deserves Recognition<\/strong><\/p>\n The maritime community must place on record its appreciation to the National Assembly\u2014and particularly the Departmental Committee on Transport and Infrastructure\u2014for recognising the strategic importance of this legislation and advancing it to the next stage.<\/p>\n Special recognition goes to Hon. Didmus Barasa, Vice Chairperson of the Committee, who chaired the session, and to Members including Hon. Komingoi Kibet, Hon. Abdul Dawood, and Hon. Badi Twalib, for their support and positive consideration of the Bill.<\/p>\n Their position sends an unambiguous message: the transformation of Bandari Maritime Academy is not merely a Kenya Ports Authority project, a Coast region project, or a ministry initiative.<\/p>\n It is a national project.<\/strong><\/p>\n The Port of Mombasa serves a vast regional hinterland, and Kenya’s maritime economy carries implications for Uganda, Rwanda, South Sudan, eastern Democratic Republic of Congo, and the wider East and Central African region. The skills produced by the Academy can therefore become a strategic regional resource.<\/p>\n Hon. Owen Baya Deserves Special Commendation<\/strong><\/p>\n Particular appreciation must go to Hon. Owen Baya, Member of Parliament for Kilifi North, the sponsor of the Bandari Maritime Academy Bill, 2025.<\/p>\n Hon. Baya deserves recognition for elevating maritime education and human-capital development to the national legislative arena.<\/p>\n For too long, maritime affairs have been treated as a coastal concern rather than a national economic priority. By sponsoring this Bill, Hon. Baya has reinforced a crucial reality: Kenya’s maritime future belongs to the entire country.<\/p>\n The legislation has the potential to benefit seafarers, marine engineers, port workers, shipping and logistics professionals, researchers, and thousands of young Kenyans seeking careers in the Blue Economy.<\/p>\n His initiative therefore deserves support beyond political, regional, or partisan considerations.<\/p>\n Thank you, Hon. Owen Baya, for carrying this important maritime cause into Parliament.<\/p>\n Dr. Eric Katana’s Leadership Deserves Recognition<\/strong><\/p>\n The Bill’s progress also provides an opportunity to commend Dr. Eric Katana, Chief Executive Officer of Bandari Maritime Academy, for his leadership and unwavering commitment to the institution’s development.<\/p>\n Dr. Katana is steering the institution at a critical stage in its evolution.<\/p>\n Modern maritime education demands far more than classrooms and examinations. It requires close connections with shipping, ports, logistics, technology, international maritime standards, research, and the global maritime labour market.<\/p>\n The Academy must produce professionals capable of competing not only in Kenya but internationally.<\/p>\n Dr. Katana and his team therefore carry an enormous responsibility to ensure that the stronger statutory foundation created by the Bill translates into measurable excellence.<\/p>\n The Real Test: Sea Time and Employment<\/strong><\/p>\n The greatest risk would be to celebrate the legislation while ignoring the practical challenges confronting Kenya’s maritime workforce.<\/p>\n Chief among these is the shortage of sea-time opportunities for cadets.<\/p>\n Kenya can train thousands of young people, but if graduates cannot obtain the practical shipboard experience required for professional certification and career progression, the training system remains incomplete.<\/p>\n Bandari Maritime Academy should become a central pillar of a national cadetship and sea-time strategy involving KPA, Kenya Maritime Authority, shipping lines, ship managers, port operators, and international maritime partners.<\/p>\n Every qualified Kenyan cadet should have a credible pathway from the classroom to sea time, certification, and employment.<\/p>\n That must become a national priority.<\/p>\n From Academy to Maritime Powerhouse<\/strong><\/p>\n The new legal framework should also enable Bandari Maritime Academy to evolve beyond conventional training.<\/p>\n It should invest in advanced simulation, marine engineering, navigation, vessel traffic management, maritime cybersecurity, digitalisation, green shipping, alternative fuels, and emerging maritime technologies.<\/p>\n Research must become equally important. Kenya needs indigenous expertise in shipping economics, port competitiveness, maritime labour, marine technology, environmental protection, and Blue Economy development.<\/p>\n The Academy should become a place where government obtains evidence, industry finds innovation, and young Kenyans acquire globally competitive skills.<\/p>\n The Opportunity\u2014and the Responsibility<\/strong><\/p>\n The parliamentary clearance is a major step, but it is only the beginning.<\/p>\n The Bill must now progress through Parliament and, once enacted, be matched by adequate funding, modern infrastructure, competent instructors, industry partnerships, and rigorous accountability.<\/p>\n The success of Bandari Maritime Academy should ultimately be measured not by ceremonies or legislation, but by outcomes: graduates trained, cadets placed on ships, professional certifications achieved, research produced, and decent maritime jobs secured.<\/p>\n We therefore commend the National Assembly, the Departmental Committee on Transport and Infrastructure, Hon. Owen Baya, Dr. Eric Katana, and the entire Bandari Maritime Academy fraternity for bringing Kenya closer to a stronger maritime training system.<\/p>\n Hongera Parliament. Hongera Hon. Owen Baya.
