Despite possessing approved training institutions, a functioning regulatory authority in the Kenya Maritime Authority (KMA), and formal recognition under the International Maritime Organization&#8217;s STCW framework, growing numbers of Kenyan seafarers find it more practical to pursue Standards of Training, Certification and Watchkeeping (STCW) training and certification in Tanzania.<\/p>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Kenya was admitted to the IMO White List in 2010, with continued compliance confirmed after the 2016 evaluation. Being White Listed is necessary, but it is no longer sufficient.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The real issue is not simply whether Kenya appears on the White List. It is the strength, visibility, and international usability of its certification system. In today&#8217;s global crewing market, a certificate must do more than satisfy domestic regulators. It must be instantly verifiable, demonstrably fraud-resistant, and trusted by shipowners, manning agencies, and foreign flag administrations without bureaucratic friction.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Tanzania has progressively built a maritime certification framework that scores highly on these practical metrics. The Tanzania Shipping Agencies Corporation (TASAC) provides an online Certificate of Competency (COC) verification platform that allows any international party to check a certificate&#8217;s authenticity directly using its number. Instantaneous electronic verification is no longer a luxury; it is an expectation. Shipowners and flag States operate under tight commercial and compliance timelines. They cannot afford days or weeks of correspondence to confirm that a seafarer&#8217;s papers are genuine.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Beyond verification tools, Tanzania has subjected its maritime education, training, and certification system to rigorous external scrutiny. In May 2026, TASAC hosted a European Maritime Safety Agency (EMSA) inspection that examined quality standards, course approval, monitoring and assessment, instructor and assessor competence, certification and endorsement procedures, medical standards, fraud prevention, and assessment of competence. Such international-facing regulatory engagement builds confidence. It signals to the global industry that the system is not only compliant on paper but open to independent examination.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Digitalisation reinforces this advantage. TASAC is implementing its Maritime Transport e-Regulatory System (MTRS), designed to shift applications, documentation, tracking, and regulatory services into an electronic environment. Plans for digital seafarers&#8217; certificates incorporating security features such as QR codes and electronic signatures further reduce opportunities for forgery and simplify remote verification. These steps align with modern expectations in an industry that increasingly demands speed, transparency, and security.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">When Kenyan students and seafarers cross the border for training and certification, the question should not stop at &#8220;Why are they leaving Kenya?&#8221; It must also ask: &#8220;What is Tanzania doing differently that makes its maritime documents easier for the international maritime industry to recognise, verify, and process?&#8221;<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Kenya is not starting from zero. It already has the institutions, the regulatory authority, and the STCW framework. KMA maintains approved maritime training institutions and has updated its STCW regulatory instruments. Mutual recognition agreements signed between Kenya and Tanzania in 2026 on seafarers&#8217; certificates and broader maritime-sector cooperation create a constructive opportunity. The two administrations can learn from each other&#8217;s systems rather than allowing Kenyan seafarers to view Tanzania as the stronger certification route by default.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The path forward is therefore clear. Instead of merely discouraging Kenyan students from training in Tanzania, Kenya should make its own system competitive enough that they have no practical reason to leave. The benchmark is straightforward:<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">STCW compliance + internationally accessible electronic verification + robust fraud-prevention mechanisms + transparent certification procedures + strong flag State and shipowner confidence + continuous international regulatory engagement.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">If Kenya can deliver these elements with the same efficiency and visibility that Tanzania is demonstrating, Kenyan seafarers will no longer need to bear the extra costs of foreign training, accommodation, and travel. More importantly, Kenyan maritime certificates will compete on international credibility, not merely on the fact of national recognition or White List status.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The stakes extend beyond individual career convenience. A stronger, more trusted Kenyan certification system supports the growth of the national seafarer workforce, enhances the competitiveness of Kenyan-flagged vessels, and strengthens the country&#8217;s position in regional and global maritime labour markets. The mutual recognition agreements of 2026 offer a platform for constructive comparison and improvement. Kenya should use that platform\u2014and the evident preferences of its own seafarers\u2014as a catalyst for reform rather than a source of defensiveness.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The choice is practical, not sentimental.
