For years, the story of African maritime security has been written elsewhere. International navies patrol African waters. Foreign consultants advise African governments. Distant capitals determine which threats merit attention and which do not. The result has been a patchwork of external interventions that treat symptoms while leaving underlying vulnerabilities untouched.<\/p>\n

<\/div>\n
The African Union Maritime Force Law Enforcement Initiative (AUMFLEI) proposes to change that . This is not another foreign-led patrol. It is an audacious attempt by African states and institutions to build a continental maritime capability from the ground up\u2014beginning in the Gulf of Guinea and eventually spanning the entire continent. The proposition is deceptively simple: Africa cannot realise the economic potential of its oceans without first securing them .<\/div>\n
<\/div>\n
The Gulf of Guinea is the logical starting point. Its waters contain billions of barrels of hydrocarbons, some of the world’s most productive fisheries, and sea lanes that connect three continents . Yet this maritime wealth has attracted predators. Piracy, kidnapping, illegal fishing, oil theft, trafficking, and environmental crimes have turned one of Africa’s most valuable economic zones into a theatre of insecurity . The region’s maritime challenges are not abstract statistics. They are captured vessels, captive crews, lost investment, and degraded livelihoods.<\/div>\n
<\/div>\n
AUMFLEI envisions an African Maritime Law Enforcement Alliance\u2014a coalition that would bring together governments, maritime academies, shipping, ports, fisheries, technology providers, banks, insurers, and the broader blue economy . The Alliance would not replace existing institutions. It would connect them. The vision is to build a framework that complements, rather than duplicates, mechanisms such as the Yaound\u00e9 Code of Conduct and the emerging Combined Maritime Task Force .<\/div>\n

What makes this initiative different is its holistic framing. Maritime security is not treated as the objective. It is the foundation upon which the blue economy can be constructed . Once African waters are safer, opportunities can expand in aquaculture, offshore energy, marine biotechnology, shipbuilding, logistics, and coastal tourism . This is not merely about catching criminals. It is about creating the conditions for investment, employment, and sustainable development.<\/div>\n

The proposed floating base concept\u2014a multi-purpose vessel supporting cadet training, maritime education, operational coordination, fisheries laboratories, medical support, and search and rescue\u2014illustrates this integrated approach . It provides an interim capability while permanent Maritime Operational Bases are evaluated. The potential repurposing of decommissioned offshore infrastructure for security, logistics, or research purposes signals the kind of creative thinking that African maritime strategy has long lacked.<\/div>\n

AUMFLEI’s continental ambition is equally significant. The Gulf of Guinea is the beginning, not the end. The long-term vision is a connected maritime capability spanning the continent, linking the Gulf of Guinea to the Western Indian Ocean and beyond . This would address a fundamental weakness of African maritime security: fragmentation. Each region has developed its own structures, often operating in isolation. A continental framework could integrate these efforts, enabling seamless information sharing and coordination across jurisdictions.<\/div>\n
<\/div>\n
Yet realism demands scrutiny. AUMFLEI’s projected cost\u2014$175\u2013200 billion over the program’s lifetime\u2014raises immediate questions about financing, procurement integrity, and accountability. The initiative’s proponents acknowledge these challenges . They emphasise that the program would be phased, with the first priority being to demonstrate measurable results in the Gulf of Guinea before expanding. They stress that the figures are not approved expenditures but subject to detailed engineering, procurement, and financial studies.<\/div>\n

Three questions should shape any serious examination of this initiative.<\/div>\n
<\/div>\n
First, what authority would a continental maritime enforcement framework possess? African coastal states are fiercely protective of their sovereignty. Any continental capability must operate within clearly defined legal parameters, respecting national jurisdiction while enabling effective transnational cooperation. The legal vacuum that has historically constrained responses to maritime crime\u2014particularly attacks in territorial waters\u2014must be addressed .<\/div>\n

Second, how would AUMFLEI avoid duplicating existing institutions? The Yaound\u00e9 Code of Conduct, the Gulf of Guinea’s regional maritime centres, and the recently launched Combined Maritime Task Force already represent significant African-led progress. The Mombasa workshop in September must move beyond aspirational language to deliver concrete recommendations on how new mechanisms would complement these structures .<\/div>\n

Third, what measurable outcomes would occur in the first 180 days? Reduction in maritime crime, increased prosecutions, improved response times, enhanced maritime domain awareness, and expanded cadet training are potential indicators. The initiative should be judged by results, not declarations.<\/div>\n

The return of piracy across African waters is a stark reminder that maritime security is never permanently won . It is maintained through vigilance, cooperation, and the political resolve to treat the seas as a shared responsibility rather than a distant problem for someone else’s navy .<\/div>\n

AUMFLEI represents a bet on African agency. It assumes that African institutions, governments, and professionals can build the capabilities they need without perpetual external stewardship. This assumption has not always been validated. African maritime security has too often been a story of good intentions undermined by inadequate resources, weak coordination, and wavering political will.<\/div>\n

Yet the alternative to attempting an African-led solution is continued dependence on foreign navies whose mandates and budgets can shift with the next crisis elsewhere. The Combined Maritime Task Force in the Gulf of Guinea is an important step . AUMFLEI proposes to build on that foundation, creating a continental architecture that connects maritime security to economic development.<\/div>\n
<\/div>\n
The region has the framework. It now needs the resolve\u2014and the rigour to ensure that ambition is matched by accountability. The stakes could not be higher. Africa’s blue economy is projected to reach $405 billion by 2030, supporting 57 million jobs . Whether those jobs materialise or remain a distant promise will depend on whether Africa can secure the seas that sustain them.<\/div>\n
