Transport Principal Secretary Mohammed Daghar\u2019s recent declaration that the Mombasa Special Economic Zone is \u201cready to take off\u201d is more than bureaucratic optimism. The completion of critical support infrastructure\u2014port works, power, roads, and water\u2014has shifted the project from planning documents into the realm of measurable progress. Yet the real test is only beginning.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">At the heart of the development sits Dongo Kundu Berth One, a Sh41 billion facility now at 16 percent completion and targeted for December 2028. Once operational, the 300-metre berth will serve industries inside the zone, cutting logistics costs and linking production directly to the sea. KPA Chief Executive Officer Capt. William Ruto has confirmed that dredging to 15 metres is under way so the berth can handle larger vessels, and that the facility will be integrated with road and rail networks. These are not minor details. They address the precise bottlenecks that have historically made Kenyan manufacturing uncompetitive.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The numbers attached to the broader 3,000-acre project are ambitious. Of that land, 1,300 acres form the SEZ proper, projected to generate 5,600 direct jobs when fully operational. Another 700 acres are reserved for industrial and logistics activities, with the remaining 1,000 acres earmarked for housing, social amenities, and access roads. Ninety-four investors have expressed interest; four have already broken ground, including Taifa Gas, whose facility is 85 percent complete and will connect to the berths via a dedicated pipeline. Milly Glass and Afreximbank are among the early movers. These are tangible signals that the private sector sees value.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The strategic logic is sound. A functional SEZ at Dongo Kundu strengthens Mombasa\u2019s position as the principal gateway for the Northern Corridor and positions Kenya more competitively within the African Continental Free Trade Area. Lower production and logistics costs, reliable utilities, and dedicated port capacity can attract the kind of light manufacturing, agro-processing, and energy-related investments that create jobs beyond the port itself. In a country where youth unemployment remains a structural challenge, 5,600 direct jobs\u2014and the multiplier effects that typically accompany them\u2014are not trivial.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Yet progress percentages and investor expressions of interest are not the same as sustained economic transformation. A berth at 16 percent completion in 2026 with a 2028 target leaves little margin for the delays that have plagued previous Kenyan infrastructure projects. Weekly reviews and monthly progress reports, as promised by the PS, are necessary but not sufficient. Execution discipline, transparent procurement, and consistent funding will determine whether the timeline holds. Converting 94 expressions of interest into operational factories is an even harder task; many African SEZs have discovered that announced interest evaporates when investors confront regulatory friction, unreliable power, or slow customs processes.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">There are also questions the official narrative has so far underplayed. How will the 1,000 acres designated for residential and social infrastructure be developed in tandem with the industrial zones so that workers are not forced into long, expensive commutes? What environmental and community safeguards are in place for a project of this scale on a sensitive coastal site? And how will the SEZ\u2019s incentives be structured to ensure genuine technology transfer and local supplier linkages rather than enclave operations that extract value with limited domestic spillover?<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Kenya has watched other African countries pursue similar SEZ strategies with mixed results. Success stories tend to share three traits: relentless focus on logistics reliability, predictable policy, and deliberate efforts to link zone firms to domestic value chains. Failure often stems from treating the zone as an end in itself rather than a platform for broader competitiveness. Dongo Kundu has the geographic advantage\u2014proximity to a major port and established trade corridors\u2014that many inland zones lack. That advantage will only matter if the supporting systems work.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The visit by the PS, the KPA leadership, and senior officials from the Office of the Prime Cabinet Secretary signals high-level political attention. Attention is useful; delivery is decisive. The next two years will reveal whether the current momentum hardens into operational capacity or softens into another cycle of delayed targets and revised timelines. For investors watching from afar, and for Kenyans who need the jobs, the difference will be measured not in ribbon-cuttings but in ships calling, factories humming, and pay packets issued.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">The foundation is being laid.
