Fewer coconuts. Smaller fruit. Salt in the soil. Fish that no longer keep their old appointments. Mangroves advancing up the river like a quiet eviction notice.

This is not metaphor. UN News reported this week from where the Pangani River meets the Indian Ocean, and the story it told is one of measured, documented loss. UNEP confirms that seawater has pushed roughly eight kilometres inland along the river, carrying salt into fields that once fed families and paid school fees. Coconut harvests that once yielded 5,000 nuts now produce less than a third—and the nuts themselves have shrunk. Fishermen find their traditional anchoring spots vanished and their inherited knowledge of depth and species unreliable. Protected mangroves colonise former farmland; cutting them is a crime. The law that conserves a buffer against the sea can also trap a farmer on land that no longer feeds him.

This is what sea-level rise looks like when it stops being a millimetre-per-year graph and becomes a household budget.

Millimetres in Geneva, kilometres in Pangani

Global mean sea level rose 4.7 millimetres annually from 2014 to 2023, and a record 5.9 millimetres in 2024, driven by melting ice sheets and the thermal expansion of warming oceans. Nearly 770 million people—about one in ten on Earth—live in coastal zones less than five metres above the high-tide line. Tanzania’s 1,400-plus kilometres of mainland coast, plus Zanzibar and other islands, sit on the exposed western edge of the Indian Ocean. Local estimates put rise on parts of the Tanzanian coast at several millimetres annually over recent decades.

The point is not to quibble over exact rates. The point is that low-lying estuaries, historic towns, coconut groves, and artisanal harbours absorb the same physics as a Pacific atoll—but with far less fiscal room to retreat or rebuild.

Pangani is not an isolated curiosity. Tanga Region has been losing an estimated tens of billions of Tanzanian shillings annually to warmer seas, fewer fishing days, lower catch per effort, and declining seaweed. Dar es Salaam’s beaches have retreated for decades; Kunduchi and other stretches have lost tens to hundreds of metres of shoreline, taking homes and public space with them. Zanzibar’s tourism-dependent economy and its low-lying shehias face the same pairing of erosion, salt intrusion, and storm damage. Small islands have already been inundated or threatened.

The “blue economy” that official strategy wants to expand—fisheries, seaweed, tourism, ports—is the same economy the sea is quietly liquidating at the shoreline.

Livelihoods are a chain, not a single crop

Coconut farming in Pangani was never just agriculture. It paid for education, ceremonies, and the social obligations that hold a community together. When trees thin and fruit shrinks, the loss travels: traders go uphill for larger nuts; processors lose volume; households cut spending.

Fishing follows the same chain. Erosion removes trees that marked safe landing; boats sit in mud; knowledge of where fish once gathered becomes folklore. Women who process fish or farm seaweed absorb shocks that official fisheries statistics often miss. Saltwater intrusion does not stop at the farm gate—it contaminates freshwater, corrodes equipment, and turns household water into something that cannot be used as before.

Food security, as UNEP’s Clara Makenya noted, is the end of that chain: when inland fields salinise, the problem is no longer “coastal.” It is national.

There is a cruel policy knot here. Mangroves are among the best nature-based defences against surge and erosion. Tanzania protects them for good reason. But when they follow the salt inland onto private or customary farmland, the farmer cannot legally clear them and cannot productively farm around them. Conservation and livelihood collide on the same plot.

“Whichever survives remains,” one farmer said of the official rule. Survival, in that sentence, is not a human right. It is a botanical contest.

Adaptation is already happening—and already failing in places

UNEP and partners have backed mangrove planting, coral restoration, and engineered works such as seawalls, including GEF-supported rock-cage construction in Dar es Salaam. Officials argue, correctly, that grey and green infrastructure should complement each other and that the mix must be site-specific. Pangani is a candidate for that hybrid.

Local testimony is less tidy. Mangrove planting failed on sandy ground at Magarawani. Casuarina (whistling pine) planted as a substitute was destroyed by the ocean. Fishermen want a seawall at the harbour before they have to park boats on the road. Farmers want compensation and the right to leave.

Those are not contradictory demands. They are sequential: protect what can still be held; plan an orderly exit from what cannot.

Tanzania has already spent serious money on short stretches of wall—millions of dollars for a few kilometres. A developing coastal state cannot armour 1,400 kilometres that way. Nature-based solutions scale better where substrate and hydrology allow. Where they do not, communities need something the climate-finance architecture still handles poorly: planned relocation with land, water, schools, and a new livelihood—not a one-off grant and a handshake.

That is the gap between a high-level meeting in New York on 24 September 2026 and a coconut grove in Pangani. Leaders will negotiate language on cooperation and adaptation. The people quoted in the UN piece are already negotiating with salt. One wants the harbour saved. One wants to be paid to go. One says the mangroves have already decided. All three are describing the same physical process from different distances to the waterline.

What a serious response would look like

First, stop treating coastal loss as a series of pilot projects. Map salt intrusion, shoreline change, and livelihood collapse at river-mouth and urban-beach scale—and publish it in Swahili as well as English. Pangani’s eight kilometres inland is a planning fact, not a colour piece.

Second, resolve the mangrove–farmland conflict with law, not slogans. Where mangroves have taken agricultural land because the sea has moved, the state should either compensate and re-title, or create legal pathways for managed transition—not leave families in legal limbo between a protected forest and a dead orchard.

Third, fund retreat as infrastructure. Seawalls and restored reefs buy time. They do not repeal thermal expansion. Compensation, receiving-area services, and portable social protection are adaptation, not defeat.

Fourth, protect the knowledge that is walking away with the fish. Artisanal fishers hold decades of depth, season, and species memory. When the fish move, that knowledge becomes a public good. Record it, pay for it, and use it to redesign landing sites and gear rules—before the last people who remember the old Pangani are gone.

Fifth, align the blue-economy push with the climate it claims to ride. Expanding industrial fishing, tourism enclaves, and marine concessions while small-scale fishers lose grounds and farmers lose soil is not development. It is a transfer of remaining coastal wealth away from the people who already live on the margin the sea is eating.

The invoice is already due

Tanzania did not cause the ice sheets to melt. It is paying the invoice in coconuts, catch, and the slow death of places that appear on old maps as towns, not as “climate hotspots.”

The sea is moving inland. The question for governments—and for the meeting in New York—is whether policy will move at least as far, and in time for people who can still measure the change in something as ordinary, and as final, as a harvest.

Andrew Mwangura is a maritime safety and security analyst based in Mombasa,
