The first three berths, built at a cost of roughly Sh40 billion, provide a genuine deep-water asset: 400-metre quays, natural depths of about 17.5 metres, and proximity to the open sea that positions it for Post-Panamax vessels and regional transshipment. Yet shipping agents are delivering a blunt message: physical capacity alone will not pull cargo away from established routes. Without faster delivery of roads, railways, cargo-handling equipment, digital systems, warehouses, and supporting services, Lamu risks remaining an underutilised strategic asset rather than becoming the regional maritime gateway its planners envisioned.

The Kenya Ships Agents Association (KSAA) crystallised the industry’s position after its July commercial tour of the facility. Chief Executive Elijah Mbaru was clear that the port already possesses some of the physical attributes that attract larger vessels, but lacks the complementary infrastructure required to convert potential into sustained commercial traffic. More quay and yard equipment is needed. Documentation processes must be fully integrated and synchronised with Mombasa and other ports. Road and railway links to Kenya’s hinterland and neighbouring countries are essential if agents are to offer through bills of lading—the service that makes a port truly attractive to international cargo owners. Warehouses, residential facilities for workers and agents, strengthened security systems, and navigational aids are equally non-negotiable. A modern port does not operate in isolation from its logistics ecosystem.

This critique arrives at a pivotal moment. Lamu was conceived as the maritime anchor of the Lamu Port-South Sudan-Ethiopia Transport (LAPSSET) Corridor, a multi-modal network intended to open northern Kenya and connect Ethiopia and South Sudan to the Indian Ocean. The logic remains sound. Industrial and energy projects inside a Lamu special economic zone—oil refining, agro-processing, palm oil, and related manufacturing—could generate the base cargo that shipping lines require. The proposed Dangote refinery and similar investments are frequently cited as potential anchors. Yet those projects themselves depend on the same missing links: reliable hinterland connectivity, power, water, and logistics support. Without them, the port’s deeper water and longer berths become expensive ornamental advantages.

Shipping lines are rational actors. They follow efficiency, not national ambition. Vessel owners and charterers evaluate a port on the full chain: how quickly a ship can berth and discharge, how rapidly cargo can be cleared digitally, how securely it can be stored, and how cheaply and predictably it can move inland or to neighbouring markets. Mombasa, despite congestion and shorter berths, still benefits from denser road and rail connections, established stevedoring capacity, and a more mature supporting services environment. Lamu’s natural advantages will only translate into commercial volume when the cost and time of moving cargo beyond the quay match or beat the competition.

The wider regional picture sharpens the urgency. Tanzania continues to expand Dar es Salaam and Tanga, invest in standard-gauge rail, and attract private capital into logistics parks. Mozambique is upgrading the Nacala and Beira corridors. Landlocked neighbours are actively diversifying routes. Middle East instability has already underscored the value of alternative Indian Ocean gateways. In this environment, Kenya cannot afford for Lamu to lag while Mombasa absorbs the surge in transit and domestic cargo. The two ports should function as complementary assets within a single national system, not as rivals competing for the same limited pool of government attention and capital.

The path forward is not mysterious. First, accelerate the critical last-mile and corridor infrastructure—roads and rail that actually reach the hinterland and cross-border destinations—so that through bills of lading become commercially viable. Second, equip the existing berths properly and integrate digital clearance systems with the rest of the national port community. Third, treat the special economic zone and proposed industrial anchors as inseparable from the port itself; cargo bases do not materialise by declaration. Fourth, prioritise the soft infrastructure—security, navigational aids, housing, and storage—that allows a port to function as a 24-hour commercial node rather than a remote construction site.

Kenya has already spent heavily to create the physical platform. The next phase of investment will decide whether that platform becomes a commercially successful regional gateway or a cautionary tale of incomplete ambition. Shipping lines have signalled what they need. The government and its development partners now face a clear test: match the depth of the water with the depth of commitment to the entire logistics chain. Anything less leaves Lamu’s potential stranded at the qua

Kenya’s Lamu Port is a textbook case of ambitious infrastructure colliding with the unforgiving economics of global shipping.
