The accompanying clip circulating on X framed it as industrial destiny: a 700,000-barrel-a-day refinery, a coastal energy hub, and a step toward East African fuel security.

The numbers are large enough to deserve more than applause.

Scale first, slogans second

Kenya’s peak electricity demand has recently hovered between 2,300 and 2,550MW. A 1,000MW plant attached to a single industrial complex is not a rounding error; it is on the order of 40 percent of current peak demand—if every megawatt were firm and deliverable to the national grid. It will not be. Half of that output is meant for the refinery itself. The other half is an offer, not a signed power-purchase agreement.

That distinction matters. Captive power for a refinery is a private engineering decision. Selling 500MW into Kenya Power’s system is a public-policy contract: price, dispatch priority, transmission, take-or-pay clauses, fuel-pass-through, and who carries the risk when the plant is down. Kenyans asking “how much will we pay?” are asking the right question. Capacity is not the same thing as cheap, reliable electrons.

There is also a technical inconsistency in the public record. Dangote described Lamu’s generation as coming “out of petcoke,” a carbon-heavy byproduct of coking units, and said the Lamu power plant would be roughly double the Nigerian equivalent. Separate reporting has described a 1,000MW LNG-fired plant supplied from Tanzania by pipeline or tanker. Those are different machines, different fuel logistics, and different emissions profiles. Until the project documents pick one pathway, “1,000MW” is a headline, not a design.

The refinery is the real project. Power is the accessory.

The Lamu facility is designed at 700,000 barrels per day, at a reported cost of roughly $15–17 billion, with Dangote Group as the dominant sponsor and East African governments invited into a minority stake—Kenya around 10 percent, with Ethiopia and Rwanda named as possible partners. Construction has been described as three to four years once it starts. Job estimates cluster around 50,000–60,000 direct and indirect positions. Engineers India Ltd. has been brought in for project management, a repeat of the Lekki model.

If it works, the strategic case is real. East Africa still imports most of its gasoline, diesel, and jet fuel. A regional refinery could cut the foreign-exchange drain, shorten supply chains, and seed petrochemicals, storage, and port traffic around LAPSSET. Ruto is not wrong that Kenya needs industrial anchors rather than another round of consumption-led growth.

But a 700,000-bpd plant is sized for a region, not for Kenya’s domestic market of roughly 100,000 barrels a day. That is an export factory sitting on a UNESCO-adjacent coast. Its economics depend on crude in, products out, and political protection against cheaper imports. Dangote has already asked Nairobi to help guard against “dumping” from Russia and India. That is industrial policy. It is also a future fight over prices at the pump.

The crude problem is not a footnote

Kenya is only now approaching first oil. A drilling rig has arrived for South Lokichar, with first production targeted for December 2026 at about 20,000 barrels a day, later rising toward 50,000. That is welcome. It is also a rounding error next to a 700,000-bpd refinery. Uganda’s output, South Sudan’s disrupted barrels, and Congolese crude have all been mentioned as feedstock. None of that is a locked-in, multi-year supply contract at the volumes Lamu would need. Seaborne imports from the Middle East remain the practical backstop—and those markets are not gentle.

A refinery without secured crude is a cathedral waiting for a congregation. Lekki had Nigerian barrels and Dangote’s balance sheet. Lamu has a port that is still being built into a full energy terminal, a heritage town ten kilometres away, and a crude story that is still mostly prospective.

Lamu is not an empty plot

Greenpeace Africa and local campaigners have already called for a halt pending a full, independent environmental and social impact assessment. Lamu’s mangroves, reefs, seagrass, and fisheries are not abstract climate talking points; they are the existing economy. Lamu Port’s earlier phases already produced court findings on public participation and environmental harm. Treating the refinery as a greenfield industrial park on a blank map is how governments lose legitimacy on the coast.

Fossil infrastructure of this size also locks in a generation of carbon-intensive assets at the moment Kenya markets itself as a geothermal-and-renewables leader. That does not automatically make the project illegitimate. It does mean the climate, health, and stranded-asset arguments cannot be dismissed as foreign NGOs raining on a ribbon-cutting.

Politics will decide more than engineering

Ownership questions are already in the Kenyan debate: who the shareholders are, what Kenya actually owns, and whether “regional partnership” is equity or a photo opportunity. Fair. A project this large will shape fuel prices, foreign exchange, patronage, and coastal land for decades. If the state is offering land, political cover, and possibly offtake for power, the public is entitled to the term sheets, not just the groundbreaking date.

There is a second political risk. Mega-projects in Kenya have a habit of being announced as civilisation and delivered as cost overruns, delayed transmission, and local exclusion. The housing programme comparison already circulating on X is crude, but the instinct is not: capital and political bandwidth are scarce. A refinery that crowds out grid investment, transmission to industry, or cheaper geothermal and storage would be a net loss even if the tanks get built.

What would make this serious rather than spectacular

Four tests separate a genuine industrial chapter from a very expensive ceremony.

First, publish the power design: petcoke or LNG, emissions controls, grid interconnection, and a draft PPA with a price. Second, lock crude supply in writing, not in speeches. Third, complete and disclose an independent ESIA with real Lamu participation, including fishermen and the Old Town. Fourth, put Kenya’s equity, fiscal guarantees, and product-protection policy in front of Parliament before the concrete is poured.

Dangote has earned the right to be taken seriously. Lekki exists. Lamu does not, yet. A thousand megawatts sounds like the future. Without contracts, crude, transmission, and consent, it is still a sentence spoken into a microphone in Lagos.

Aliko Dangote’s latest promise is easy to cheer and hard to cash.
