Under the banner “Lamu Refinery: Don’t Chase the Refinery – Follow the Money,” the Authority frames the proposed US$15 billion investment not as a finished prize but as a catalyst. The refinery itself is one large project. The far larger opportunity, the poster argues, lies in the thousands of businesses, supply chains, services and markets that will grow around it and because of it.

This is sound economic logic. Large industrial anchors rarely deliver their greatest value through direct employment alone. The real multiplier comes from the ecosystem that forms in response: construction and engineering demand before operations begin; food, housing, transport, logistics, maintenance and professional services once the plant is running; and downstream opportunities in petrochemicals, manufacturing, cold-chain, aquaculture and regional trade thereafter. The Authority’s lists are comprehensive and correctly sequenced—before operations, then after. Young people are told not to limit their ambition to a job at the gate. Farmers and fishermen are told to treat the influx of workers and businesses as new demand for cassava, coconut, cashew, vegetables, fish, crab, prawns, livestock, dairy and processed products. The value-chain diagram—from aggregation through cold storage, processing, packaging, distribution and markets—is the clearest part of the message.

That clarity is welcome. Too often, megaprojects in Kenya are discussed as if the ribbon-cutting is the end of the story. Treating the refinery as a destination rather than a catalyst produces a familiar pattern of local disappointment: a few thousand direct jobs, heavy reliance on imported inputs and skilled labour, and limited lasting local enterprise. The Authority’s framing pushes against that pattern. It correctly insists that the Coast prepare the supply response now—skills, SMEs, producer organisations, cold-chain capacity and logistics—rather than wait for the plant to open and then scramble.

Yet realism requires equal weight. A US$15 billion refinery is an enormous undertaking. Capital of that scale does not materialise on the strength of a press statement. Financing, offtake agreements, environmental and social impact assessments, land and resettlement issues, water and power reliability, and the progress of the broader LAPSSET corridor all remain decisive. History offers caution: similar ambitious energy and industrial projects in the region have faced delays, cost overruns and shifting commercial viability. The poster’s optimistic lists of opportunities assume the refinery reaches financial close and construction. If timelines slip or the project is scaled down, communities that have oriented themselves entirely around it will bear the cost.

Environmental and social risks also deserve more than the poster’s silence. A major refinery on the Lamu coast sits in a sensitive ecological zone with significant fisheries, tourism potential and cultural heritage. Pollution, marine impacts, and competition for water and land are not abstract concerns. “Follow the money” must not become a licence to ignore cumulative impacts or to treat local communities as residual suppliers rather than rights-holders whose consent and benefit-sharing matter. Genuine local content requires deliberate policy: enforceable preferential procurement rules, skills programmes matched to actual demand, access to finance for Coast-based SMEs, and transparent monitoring so that contracts do not default to established Nairobi or foreign suppliers.

The agricultural and fisheries advice is particularly important and underdeveloped in practice. Telling farmers to focus on cassava, coconut, cashew, vegetables, fruits, livestock, poultry, dairy, fish and aquaculture is correct in principle. Turning that advice into commercial reality requires aggregation, quality standards, cold-chain investment and reliable offtake. Without organised producer groups, processing capacity and market linkages, increased demand simply raises prices for a few intermediaries while smallholders remain price-takers. The same applies to artisanal fishermen: new industrial demand for fish, crab and prawns can raise incomes only if quality, consistency and logistics improve. The poster’s value-chain graphic is a useful reminder; implementation is the harder task.

The broader coastal economy will not be transformed by one refinery. Tourism, ports, agriculture, fisheries, and the creative and service sectors remain the region’s deeper foundations. A successful refinery ecosystem can complement them; an over-concentrated bet on it risks neglecting those foundations. Regional trade and exports, listed among the later-stage opportunities, will matter more if the Coast develops competitive logistics and processing capacity that serves more than a single industrial customer.

The Authority’s message is therefore both useful and incomplete. It usefully redirects attention from the single large asset to the surrounding economic activity. It correctly urges young people, farmers and fishermen to prepare for demand rather than wait for direct employment. It is incomplete because it understates the execution risks of the project itself, the environmental and social safeguards required, and the deliberate institutional work needed to convert listed opportunities into widespread local ownership and higher incomes.

The test will not be the eloquence of the slogan. It will be whether Coast institutions, county governments, private investors and communities treat the coming years as a period of practical preparation—skills mapping, SME financing windows, producer organisation, cold-chain investment and enforceable local content rules—rather than a period of speculative waiting. If that preparation occurs, the refinery, should it materialise, can indeed function as a catalyst. If it does not, “follow the money” will remain a slogan while the money, once again, flows elsewhere.

A prosperous Coast is within reach. It will not arrive by chasing the refinery alone.

The Coast Development Authority’s latest message, from Chairman Mzee Mwinyi Mzee, lands with deliberate force.
