After more than five months in pirate hands, the vessel is now under Puntland control. Sixteen or more suspected pirates have been detained. The remaining crew are receiving medical care. For that, the PMPF deserves recognition.

Yet this is not a clean victory. Five crew members—three Pakistani, one Myanmar national, and one Indian—were killed. Four others were wounded. These appear to be the first deaths inflicted by Somali pirates in more than a decade. The human cost must dominate any analysis of what just happened off the coast of Bandarbeyla.

The Long Captivity

MT Honour 25 was seized on 21 April 2026, roughly 30 nautical miles off Puntland while en route to Mogadishu with about 18,500 barrels of oil products and a multinational crew of 17—predominantly Pakistani, with Indonesian, Indian, Sri Lankan, and Myanmar nationals. The ship was later anchored near towns such as Xaafun and Bander Beyla. For months, the crew endured shortages of food, clean water, and medicine while ransom negotiations stalled amid ownership disputes. The pirates reportedly threatened to kill hostages if forces approached.

Puntland authorities state that the five deaths occurred before the operation began, carried out by the pirates themselves. Independent verification of the precise sequence remains limited, as is common in such remote coastal operations. What is clear is that a prolonged hijacking ended in tragedy for seafarers who had already suffered months of captivity.

A Pattern, Not an Isolated Success

This rescue followed the recovery of the US-sanctioned tanker Sibu 1 only days earlier. Those operations form part of a broader, more assertive Puntland posture after President Said Abdullahi Deni vowed to confront pirates without mercy. Yet the earlier Sibu 1 operation was marred by the subsequent escape of a large number of detainees during transfer—an episode that raised serious questions about detention security and possible local complicity.

Somali piracy has not returned to the industrial scale of 2008–2012, when attacks numbered in the hundreds annually and cost the global economy billions. But the 2026 surge is unmistakable: multiple commercial vessels and dhows hijacked, dozens of seafarers held, and a clear shift toward targeting tankers carrying petroleum products whose value has risen amid regional instability. Experts link the uptick to a combination of factors—the diversion of international naval assets toward the Red Sea and the Strait of Hormuz crisis, lingering economic desperation in coastal communities, illegal fishing grievances, and the residual networks of experienced pirate groups that were never fully dismantled on land.

Local Capacity Versus Structural Failure

Puntland’s maritime police have demonstrated operational reach that international forces cannot always match in the cluttered, politically fragmented coastal zones of northern Somalia. Local forces understand the terrain, the networks, and the political economy of piracy better than distant task forces. Their willingness to board and retake vessels is a meaningful deterrent signal.

But operational success is not strategy. The escape of previous detainees, the opacity surrounding casualty accounts, and the absence of consistent, transparent prosecutions all undermine the longer-term message. Effective counter-piracy requires three interlocking elements that remain incomplete: credible local enforcement capacity, reliable judicial processes that deliver convictions and sentences, and parallel efforts to address the land-based drivers—poverty, weak governance, and the sense among some coastal communities that foreign vessels extract resources while offering little in return.

International naval presence, Best Management Practices, and private armed security teams remain essential. They cannot substitute for Somali ownership of the problem. Nor can they fully compensate when geopolitical distractions thin the protective screen that once made successful hijackings rare.

The Seafarers at the Center

The five dead and four injured on MT Honour 25 are not statistics. They are individuals who left home to work on a modest product tanker, only to become bargaining chips in a criminal enterprise that has adapted to new regional conditions. Their families in Pakistan, India, Myanmar, and elsewhere have waited months for news that ultimately mixed relief with irreversible loss.

Shipping companies, flag states, insurers, and coastal authorities share responsibility for ensuring that seafarers are not left as the soft underbelly of global trade. That means better tracking of high-risk vessels, clearer ownership transparency to prevent negotiation paralysis, faster coordination between local forces and international partners, and consistent pressure for due process once suspects are in custody.

Beyond the Immediate Applause

The recovery of MT Honour 25 is a tactical win for Puntland and a reminder that Somali institutions can act decisively. It should also serve as a warning. Piracy networks that can hold a tanker for five months, extract or threaten value from its cargo, and kill crew members before a rescue force arrives have not been defeated—they have been interrupted.

Sustainable security in the Gulf of Aden and western Indian Ocean will require more than episodic boarding operations. It will require sustained investment in local maritime governance, transparent accountability for both pirates and any officials who enable them, and a clearer international consensus that the lives of seafarers cannot be treated as acceptable collateral in the wider contest for influence and resources in a volatile region.

The PMPF brought the ship home. The harder task—preventing the next five deaths—has only begun.

The Puntland Maritime Police Force’s successful operation to retake the Palau-flagged product tanker MT Honour 25 is a rare piece of good news in a grim maritime security landscape.
