Year-on-year, collections rose 5.8 per cent from KES 85.146 billion in September 2025. Non-oil revenue did the heavy lifting, reaching KES 57.199 billion against a KES 55.422 billion target—an excess of nearly KES 1.78 billion—while overall import values climbed 25.6 per cent and bulk cargo surged 49.2 per cent.

On the surface, this is welcome news. It reinforces KRA’s capacity to mobilise resources for government priorities, narrow the fiscal gap, and fund development at a time when Kenya’s public finances remain under pressure. Yet a closer reading reveals a more complex story: rising import dependence, sectoral signals that cut both ways, and the urgent need to convert trade volume into sustainable economic resilience.

The Anatomy of the Outperformance

The standout driver was non-oil cargo. Fertiliser, iron and steel, palm oil and its fractions, and rice powered the bulk-cargo boom. Motor vehicle imports rose 8.1 per cent, and containerised cargo, measured in twenty-foot equivalent units (TEUs), increased 8.2 per cent. These are not marginal shifts; they reflect real economic activity—farmers stocking for the next planting season, construction and manufacturing absorbing steel, and food processors and households absorbing edible oils and staples.

Oil-related collections lagged their target, but the non-oil surplus more than compensated. KRA attributes the overall result to technology-driven processes, better risk management, Advance Cargo Declaration systems, and tighter enforcement against illicit trade. These administrative gains matter. Efficient customs reduce delays, lower the cost of legitimate trade, and expand the revenue base without simply raising rates.

Still, the 25.6 per cent jump in import values deserves scrutiny. Was it primarily higher volumes, elevated global prices, or a shift in the composition of goods? The data do not fully disentangle these factors. In an environment of volatile energy and commodity prices, part of the revenue windfall may reflect inflation in import prices rather than purely expanded economic activity. That distinction is critical for assessing whether the growth is durable or cyclical.

What the Numbers Say About the Real Economy

Fertiliser imports are a double-edged indicator. They support agricultural output—the backbone of Kenya’s economy and a key source of rural livelihoods—but they also underscore continued reliance on external inputs. Higher steel and vehicle imports point to activity in construction, manufacturing, and logistics, sectors that had shown mixed signals earlier in the year. Rice and palm oil imports speak to food security pressures and the limits of domestic production capacity in key staples.

Broader macroeconomic data provide necessary context. Kenya’s goods imports have been outpacing exports, contributing to a widening current-account deficit. The Central Bank of Kenya and international institutions have projected growth in the 4.5–5 per cent range for 2026, with inflation risks elevated by energy and food prices. A strong customs performance helps the fiscal side, yet it does not automatically ease external vulnerabilities. Higher import bills can pressure foreign-exchange reserves and the shilling if not matched by stronger export earnings or capital inflows.

In short, the September numbers are consistent with an economy that is importing to grow—and growing, in part, by importing. That model works when domestic value addition rises in parallel. It becomes fragile when import growth consistently outstrips the capacity to generate foreign exchange through exports, tourism, remittances, or investment.

The Policy Opportunity—and the Risk of Complacency

KRA’s success is real and should be acknowledged. Consistent overperformance relative to targets, especially early in the 2026/27 financial year, strengthens the government’s fiscal credibility and reduces the need for additional domestic borrowing or expenditure cuts. Technology and process reforms appear to be delivering measurable results.

But revenue collection is not an end in itself. The ultimate test is whether these resources finance productive investment—roads, energy, irrigation, skills, and industrial capacity—that expands the tax base over time rather than merely servicing recurrent needs. Equally important is the complementary agenda: reducing the import intensity of growth through local manufacturing, agro-processing, and competitive export sectors.

Policymakers should treat the bulk-cargo surge as both a revenue opportunity and a diagnostic. Fertiliser and steel demand can be leveraged to build domestic blending, fabrication, and assembly capacity. Food imports highlight the need for productivity gains in rice, edible oils, and related value chains. Logistics improvements at the ports and along the Northern Corridor remain unfinished business; faster, more predictable clearance lowers costs for everyone and further expands the formal trade base.

There is also a risk of overinterpreting a single strong month. Previous high-water marks—such as the June and July 2026 collections—show that performance can fluctuate. Sustained success will require continued investment in systems, data analytics, and human capacity, alongside vigilance against new forms of revenue leakage as traders adapt.

A Balanced Verdict

Kenya’s September customs performance is a genuine achievement. It demonstrates that effective administration, technology, and rising trade volumes can deliver fiscal results even in a challenging global environment. The 5.8 per cent year-on-year growth and the 101.1 per cent target attainment deserve recognition.

Yet the deeper story is one of structural dependence. A 25.6 per cent rise in import values and a 49.2 per cent jump in bulk cargo are signs of economic activity—but also of an economy still heavily reliant on external supply chains for critical inputs. The revenue is welcome; the underlying pattern requires a strategic response.

The task ahead is to convert this momentum into resilience: stronger domestic production, higher-value exports, and a more balanced trade position. Only then will successive strong customs months reflect not just successful collection, but genuine economic progress.

In September 2026, the Kenya Revenue Authority’s Customs and Border Control Department collected KES 90.053 billion, surpassing its Treasury target of KES 89.088 billion by KES 965 million—a 101.1 per cent performance rate.
