This was no ceremonial gathering. It tackled the practical movement of cargo from the Port of Mombasa along the northern transport corridor to regional markets, with a clear mandate: identify and dismantle Non-Tariff Barriers, clear operational bottlenecks, and strengthen security and enforcement along the route.

Speaking on behalf of KPA Chief Executive Officer Capt. William Ruto, General Manager for Strategy, Planning and Compliance Evelyn Mwamure framed the corridor accurately: it is an economic lifeline that enables legitimate trade and underpins regional growth. Aligning mandates, closing operational gaps, and protecting the corridor’s competitiveness are therefore not optional administrative exercises. They are strategic necessities.

The Corridor’s Central Role—and Persistent Frictions

The Northern Corridor remains the primary artery linking the Port of Mombasa to Uganda, Rwanda, South Sudan, eastern Democratic Republic of Congo, and beyond. Efficiency gains or losses here ripple across national budgets, private-sector margins, and household prices in multiple economies. When cargo moves predictably, factories receive inputs on time, exporters meet delivery windows, and governments collect revenue more reliably. When it does not, costs compound: demurrage, higher insurance premiums, diverted traffic to competing routes, and eroded confidence in the corridor as a preferred gateway.

Non-Tariff Barriers and operational frictions have long undermined that confidence. Multiple checkpoints, inconsistent documentation requirements, slow inter-agency handovers, and inadequate real-time visibility create delays that raise the landed cost of goods. Cargo theft and related criminal interference add a sharper security dimension. Theft, diversion, and interference do more than inflict direct losses; they force shippers to build in buffers, raise insurance costs, and sometimes shift volumes away from the corridor altogether. These are not abstract problems. They directly affect Mombasa’s competitiveness against other regional gateways and the reliability of supply chains serving landlocked neighbours.

Practical Focus, Not Abstract Commitments

The forum’s emphasis on practical solutions was its strongest feature. Stakeholders examined cargo theft prevention, improved tracking, and tighter inter-agency coordination. These are concrete levers. Better tracking reduces opportunities for diversion. Stronger, better-coordinated patrol and rapid-response capacity raises the cost and risk of interference. Clearer, aligned procedures among port, revenue, and security agencies shrink the space for both bureaucratic delay and opportunistic criminal activity.

The familiarisation component, facilitated by Marketing and Customer Experience Manager Miriam Mwakundia, added useful grounding. Seeing port operations first-hand and tracing the physical link to the northern corridor helps turn abstract process discussions into shared operational understanding. Agencies that understand one another’s constraints and workflows are better placed to design joint responses that work in practice, not merely on paper.

What Success Requires Going Forward

Hosting the forum is a positive step; converting its outcomes into measurable improvement will determine its lasting value. Several priorities stand out.

First, Non-Tariff Barriers must be treated as a continuous reduction exercise, not a one-off list. Transparent mapping of remaining barriers, time-bound action plans, and public reporting of progress would strengthen accountability.

Second, tracking and visibility systems must be interoperable and accessible to the relevant enforcement and commercial parties under clear data-governance rules. Visibility available only to some agencies is of limited value.

Third, inter-agency coordination mechanisms require clear protocols, joint operational cells where useful, and regular after-action reviews so that lessons from incidents translate into improved practice.

Fourth, security responses must be intelligence-led and proportionate—protecting legitimate trade while raising the risk for those who target cargo.

Regional dimensions matter. The corridor serves multiple countries. Solutions that work only within Kenya’s borders will fall short. Engagement with counterpart agencies and corridor institutions in neighbouring states should complement domestic coordination.

Broader Stakes

A more secure and efficient Northern Corridor strengthens Kenya’s position as a regional logistics hub, supports legitimate revenue collection, and reduces the economic drag that delays and losses impose on traders and consumers. It also signals seriousness about the business environment at a time when regional competition for transit cargo is intensifying. Conversely, failure to close the gaps identified at this forum would leave known vulnerabilities unaddressed and allow preventable costs to keep accumulating.

The stakeholder engagement organised by KPA correctly identified the problems and assembled the right operational partners. The test now is disciplined follow-through: measurable reductions in barriers and bottlenecks, demonstrable improvements in cargo security and tracking, and sustained coordination that turns a single forum into a working system. The Northern Corridor is too important to the Kenyan and regional economies for anything less.

The Kenya Ports Authority (KPA) recently hosted a timely and sharply focused stakeholder forum bringing together the Northern Corridor Transit Patrol Unit and the Kenya Revenue Authority’s Rapid Response Unit.
