APM Terminals, Africa Global Logistics (AGL), and DP World are pouring billions into new facilities and expansions—from Senegal’s Ndayane to Pointe-Noire, Abidjan, and projects across Nigeria. The African Maritime Council captured the moment accurately in a recent observation: the continent’s port sector is evolving, with international operators focused on handling more cargo, accommodating larger vessels, and improving the movement of goods.

Yet that same assessment correctly identifies the persistent constraints—port congestion, shallow waterways, and weak connections to roads and railways—and issues a necessary warning. Faster cargo handling means little if goods remain stuck at the port gates or take too long to reach their final destinations. Improving the wider transport network is just as important as investing in the ports themselves. Long-term value from concessions must also translate into efficient trade, local employment, skills development, and stronger regional connections.

This is not an abstract concern. It is the central risk in Africa’s current maritime investment cycle.

The Scale of the Build-Out

The numbers are substantial. DP World’s $1.2 billion Ndayane deep-water port in Senegal—the country’s largest single private investment—has completed major dredging 13 months ahead of schedule. A 5 km channel at 20 metres depth, a turning basin, and a berth pocket capable of handling two Triple-E class vessels are in place. Phase one targets 1.2 million TEU capacity by 2028. Dakar’s existing terminal is already near its physical limits: throughput rose from 265,000 TEU in 2008 to 850,000 TEU in 2025, while vessel waits fell from 35 hours to near zero.

AGL has committed nearly €1 billion to Pointe-Noire through 2027, building on earlier investments that lifted volumes from 200,000 TEU in 2009 to over one million TEU in recent years. A new Mole East terminal with a 750 m quay at 17 m depth is due in 2027. Parallel activity continues in Abidjan, Nigerian projects, San Pedro, Takoradi, Luanda, and Banana in the DRC. Carriers are responding: larger vessels are calling more frequently on West African routes, partly enabled by Cape of Good Hope diversions and rising regional demand.

These projects address real capacity shortfalls. Many African ports have long struggled with draught restrictions, outdated equipment, and limited yard space. Private capital and operational expertise from global terminal operators are delivering measurable gains in vessel turnaround and throughput where purely public investment often lagged.

The Congestion Trap

Yet congestion remains acute precisely where investment has occurred. In late 2025 and into 2026, vessel waits at key West African ports have stretched to days and, in some cases, more than 10 days—with Conakry and Freetown frequently exceeding that threshold, and Tema and Abidjan also under pressure. Additional yard equipment in Abidjan in 2025 did not prevent average waits from rising from 0.4 days to 2.2 days later that year. Tema’s challenges similarly reveal a mismatch: terminal capacity improved, but landside bottlenecks—slow container evacuation, truck shortages, customs delays, and inadequate off-dock storage—kept yard occupancy high and waterside productivity constrained.

The diagnosis is consistent across industry analysis. Modern terminals with insufficient hinterland connectivity sit alongside older facilities facing genuine operational limits. Cargo volumes have grown faster than the supporting networks. Logistics costs in Africa remain punishingly high—road transport can account for nearly 30 percent of the cost of traded goods, versus around 7 percent elsewhere—while border inefficiencies, regulatory fragmentation, and unreliable inland links compound the problem.

Without matching investment in roads, rail, inland container depots, and digital single windows, new quay capacity simply relocates the bottleneck a few kilometres inland. Ships discharge faster; trucks and trains do not move the boxes any faster. The result is higher demurrage, higher inventory costs, and ultimately reduced competitiveness for African exporters and higher prices for importers.

Concessions and Capturing Value

Long-term concessions to international operators bring efficiency, capital, and global shipping networks. They also raise legitimate questions about value retention. Skills transfer, local employment—DP World Dakar reports 99 percent Senegalese staff at its existing terminal—and upstream and downstream linkages matter. So does the broader financial architecture—insurance, financing, and logistics services—that too often remains concentrated outside the continent.

African governments must negotiate and enforce terms that prioritise local content, training, technology transfer, and measurable improvements in corridor performance. Concessions should not become enclaves of efficiency surrounded by systemic friction. Regional coordination under the African Continental Free Trade Area is essential: competing hub strategies among neighbouring ports risk duplicative capacity if inland corridors remain fragmented.

Environmental and social impacts also require attention. Large-scale dredging and land reclamation, as at Ndayane, alter coastlines and affect fishing communities. Transparent mitigation, compensation, and monitoring are non-negotiable for legitimacy and sustainability.

The Path Forward

The opportunity is real. West Africa’s container market is expanding. AfCFTA aims to boost intra-African trade. Efficient gateways linked to functioning hinterlands can lower costs, support industrialisation, and integrate landlocked economies more effectively into global and regional value chains.

But capital spent only on the waterfront will not deliver it. Parallel investment is required in multimodal corridors, dry ports, customs modernisation, and last-mile connectivity. Public-private partnerships should extend beyond terminal operations to the full supply chain. Performance metrics for concessions should include not only TEU handled but also cargo dwell times, truck turnaround, and corridor transit reliability.

Africa does not lack ambitious port projects. It risks lacking the integrated systems that turn capacity into competitiveness. The international operators are building the physical layer. African policymakers, regulators, and private logistics players must now ensure the networks that connect those ports to farms, factories, and markets keep pace. Otherwise, the cargo will still wait—just a little further from the sea.

Africa’s ports are finally attracting the capital they have long lacked.
