When Capt. William Ruto, Chief Executive Officer of the Kenya Ports Authority PLC, reiterated KPA’s commitment to customer satisfaction through improved efficiency at ports and inland waterways, he was stating a truth long obvious to traders, manufacturers and transporters but too often treated as secondary in official metrics.

Delivered on his behalf by General Manager, Cargo Operations, Dr. Sudi Mwasinago, at a stakeholders’ breakfast meeting in Nairobi, the message was clear: success will no longer be measured primarily by vessel calls or tonnage handled. It will be judged by customer confidence, service reliability, the competitiveness of the logistics chain, and the tangible value created for business. That shift in emphasis is significant—and overdue.

The quiet revolution at the port gate

The meeting brought together the full spectrum of the logistics ecosystem: shipping lines and agencies, freight forwarders, cargo owners, transporters, clearing and forwarding agents, and partner government agencies. This was no ceremonial gathering. Port efficiency is a multi-actor challenge. KPA can invest in berths, cranes and systems, but clearance still depends on coordinated action by Customs, standards agencies, health and agriculture inspectors, and private operators. When one link lags, the entire chain slows.

Capt. Ruto’s team pointed to ongoing infrastructure development, operational modernisation, technology adoption and institutional reform. These are the right levers. Mombasa’s ability to serve as a reliable gateway for Kenya, Uganda, Rwanda, South Sudan, eastern Democratic Republic of Congo and beyond rests on predictable turnaround times, transparent processes and lower transaction costs. Congestion, unpredictable dwell times and opaque billing have historically eroded that reliability and handed competitive advantage to alternative routes.

Particular progress was noted at the Inland Container Depot (ICD) Nairobi. Kenya International Freight and Warehousing Association (KIFWA) National Chairman Fredrick Aloo specifically cited improvements in rail haulage of cargo from Mombasa, container offloading, billing, yard positioning and shift management at the Verification Area. These are not glamorous projects, but they are the operational details that determine whether a manufacturer in Nairobi or a trader in Kampala can plan inventory and cash flow with confidence. Rail movement of containers inland remains one of the most effective ways to decongest the port and reduce road pressure on the Northern Corridor. When combined with better yard discipline and faster verification, it begins to address the chronic last-mile inefficiencies that raise the landed cost of goods.

Collaboration is not optional

Mr. Aloo’s observation that meaningful trade facilitation requires continuous dialogue, operational efficiency and collaboration among stakeholders is more than diplomatic language. It is operational reality. Abel Kamau of the Kenya Association of Manufacturers and Mercy Ireri of the Kenya Transporters Association echoed the same point and went further: other partner government agencies must complement KPA’s efforts. This is the uncomfortable but necessary message.

Ports do not operate in isolation. Delays caused by sequential rather than parallel inspections, incomplete digital integration, or inconsistent application of procedures outside KPA’s direct control continue to undermine gains made inside the port fence. Kenya has invested heavily in systems such as the Integrated Customs Management System and single-window platforms. The challenge is no longer primarily technological capacity; it is institutional alignment, change management and accountability across agencies. When stakeholders repeatedly highlight the same bottlenecks, the response must move beyond acknowledgements to measurable joint performance indicators.

Measuring what actually matters

The reframing offered by KPA—that customer confidence and logistics competitiveness matter more than raw volume—is strategically sound. Volume growth is necessary but insufficient. A port that handles more cargo while customers experience unpredictable costs and delays is not competitive; it is simply busy. In a region where alternative corridors are actively improving and where global shipping lines optimise for reliability and total cost, Kenya cannot afford complacency.

Infrastructure projects and technology adoption create capacity. Operational modernisation and institutional reforms determine whether that capacity translates into reliable service. The ICD Nairobi improvements cited by industry representatives suggest that targeted interventions can yield visible results. Scaling those gains across the network—Mombasa, the inland facilities, and the emerging inland waterways dimension—will require sustained focus and honest measurement of customer experience, not just internal operational KPIs.

The path forward

Three priorities stand out. First, deepen genuine multi-stakeholder performance management so that bottlenecks outside KPA’s direct control are identified and resolved with the same urgency as those inside the port. Second, accelerate full digital end-to-end processes that minimise physical document handling and sequential approvals. Third, maintain transparent communication with the business community on both progress and remaining constraints. Confidence is built when users see problems acknowledged and timelines for resolution published.

Kenya’s ports remain a strategic national asset. Capt. Ruto’s public emphasis on customer satisfaction and reliability correctly places the focus where it belongs. The test will be whether infrastructure, technology and reform continue to translate into shorter dwell times, predictable costs and growing confidence among the manufacturers, transporters and traders who actually use the system every day. Dialogue is valuable. Delivery is decisive. The stakeholders who attended the Nairobi meeting will be watching both.

Kenya’s ports are not merely cargo-handling facilities; they are the arteries of East Africa’s economy.
