The 2026 Middle East conflict, centred on the US-Israel-Iran confrontation that erupted in late February and the persistent Houthi threats in the Red Sea and Bab el-Mandeb, has redrawn the map of global maritime trade. For Africa, this is not merely another external shock. It is a stress test of continental resilience and a rare window to convert disruption into durable advantage.

The Anatomy of the Disruption

The conflict’s primary transmission channels are well established. Closure and repeated attacks around the Strait of Hormuz—the artery through which roughly one-fifth of global petroleum liquids once flowed—combined with Red Sea insecurity have forced the bulk of Asia-Europe and Asia-Mediterranean traffic to divert around the Cape of Good Hope. Voyages that once took 25–30 days now stretch by an additional 10–15 days and 3,500–4,000 nautical miles. War-risk surcharges of several thousand dollars per container, soaring insurance premiums, and fragmented bunker markets have driven freight rates sharply higher, even on routes only indirectly affected.

For African economies, the effects cascade quickly. Most countries remain net importers of refined fuels and fertilizers. Higher landed costs feed inflation, pressure foreign-exchange reserves, and squeeze working capital for importers and exporters alike. Sub-Saharan growth forecasts for 2026 have already been trimmed. Landlocked states face amplified transport costs; coastal states absorb higher bunker and crew-change expenses that are only partially offset by increased port calls. Food-price transmission, though lagged, is already visible in several markets. This is the third major external crisis to hit the continent in six years—after the pandemic and the earlier commodity shocks—and structural vulnerabilities remain acute.

Yet the numbers also reveal opportunity. Commercial traffic via the Cape of Good Hope has more than tripled in places. Cape Town has recorded sharp rises in vehicle and general cargo movements. Kenya’s Lamu port has seen throughput jumps measured in hundreds of percent as a transshipment alternative. African bunkering hubs along both the east and west coasts report surging demand. The Institute for Strategic Studies and others have noted that while many vessels still steam past without calling, the sheer volume creates latent demand for ship repair, crew changes, medical support, and green bunkering services.

The Opportunity Set Is Real—but Contingent

Four interlocking opportunities stand out.

First, port and logistics upgrading. The temporary windfall in traffic at Cape Town, Durban, Walvis Bay, Lamu, and selected West African terminals can finance the very capacity expansions and digital systems that will keep traffic sticky once the Hormuz and Red Sea routes eventually reopen. Competitive ship-repair yards, reliable pilotage, and efficient hinterland corridors are the difference between fleeting calls and permanent hub status.

Second, energy-system resilience. Africa exports the majority of its crude yet imports most of its refined products. The Dangote refinery and other capacity additions in West Africa demonstrate that regional refining, storage, and pipeline networks can blunt imported price spikes. Under the African Continental Free Trade Area (AfCFTA), smoother standards and corridor links could turn this into a continental buffer rather than a series of national bottlenecks.

Third, intra-African trade acceleration. Non-tariff barriers—not residual tariffs—remain the binding constraint. Eliminating them could yield gains several times larger than tariff liberalisation alone. Faster border clearances, electronic certificates of origin, and reduced procedural friction become even more valuable when global freight rates are volatile. Every day saved on a corridor is a hedge against external shocks.

Fourth, positioning for the energy transition in shipping. Global pressure for cleaner marine fuels creates demand for green hydrogen, methanol, and ammonia bunkering hubs. Morocco, Kenya, South Africa, and Namibia already possess the renewable resources and geographic positioning. Capturing even a modest share of this market would convert a crisis-driven diversion into a structural export opportunity and strengthen diplomatic leverage with major shipping nations.

The Risks of Inaction

The window is not open indefinitely. If African ports fail to capture value—through inefficient procedures, inadequate infrastructure, or policy unpredictability—the traffic will continue past Cape Town and Durban as it largely did during earlier Red Sea disruptions. Higher costs will simply be absorbed by African consumers and exporters while the long-term benefits accrue elsewhere. Prolonged conflict also risks deeper liquidity and balance-of-payments strains in the most exposed economies. And the next chokepoint crisis is inevitable; the only question is whether Africa will face it with the same structural vulnerabilities or with diversified corridors, deeper regional value chains, and more resilient energy systems.

A Policy Agenda for the Workshop—and Beyond

The Cape Town gathering of chartered shipbrokers, lawyers, and practitioners is precisely the forum to move from diagnosis to prescription. Practical priorities include:

· Coordinated investment in selective port capacity and green bunkering infrastructure, aligned with AfCFTA and national industrial strategies.

· Accelerated removal of non-tariff barriers and full operationalisation of electronic trade documentation.

· Deeper commercial partnerships with Gulf logistics operators for contingency routing, cargo tracking, and secure terminal access.

· Regional energy market integration that prioritises refining, storage, and pipeline connectivity.

· Maritime security cooperation that turns increased traffic into a diplomatic asset rather than a vulnerability.

The 2026 Middle East conflict has imposed real costs on African households, firms, and treasuries. It has also revealed, with unusual clarity, the continent’s leverage points in global shipping. The question before the industry leaders assembling in Cape Town is whether Africa will treat this moment as another temporary inconvenience or as the catalyst for a more resilient, more integrated, and more strategically positioned maritime future. History will record which choice was made.

As senior officers of the Institute of Chartered Shipbrokers and industry leaders gather in Cape Town on 30 October for the Africa Regional Workshop, the conversation could not be more timely—or more consequential.
