The Port of Mombasa’s record handling of 45.45 million metric tonnes in 2025—up 10.9 percent from the previous year, with container traffic reaching 2.11 million TEUs and transit cargo surging 19.5 percent to 15.88 million tonnes—signals robust regional demand. Yet as Elijah Mbaru, Chief Executive Officer of the Kenya Ships Agents Association (KSAA), has consistently argued, volume growth alone is a fragile foundation. Without end-to-end corridor predictability, structural modernisation, and a decisive shift away from port-centric thinking, these gains risk being eroded by legacy bottlenecks, rising global competition, and the tightening economics of liner shipping.

Mbaru’s perspective, rooted in the practical realities faced by ships’ agents and the broader maritime community, offers a clear diagnostic and a pragmatic five-year roadmap. It deserves serious attention from policymakers, the Kenya Ports Authority (KPA), the Kenya Revenue Authority (KRA), and private-sector stakeholders.

The Limits of Port-Centric Thinking

The central insight is deceptively simple: a port is only one node in a larger value chain. Treating Mombasa as an isolated island of efficiency has produced measurable improvements—cargo dwell times have fallen substantially over the past decade under the Mombasa Port and Northern Corridor Community Charter, and vessel turnaround has improved—but it has not eliminated systemic friction. Congestion still occurs when yard space, inland depots, customs processes, road and rail capacity, and first- and last-mile logistics fail to move in concert.

Shipping lines operate under tighter margins and greater sensitivity to reliability than in previous cycles. A vessel delayed outside Mombasa can cost operators tens of thousands of dollars per day; containers trapped in the system impose opportunity costs that accumulate quickly. When such friction becomes chronic, lines do not lobby indefinitely—they reroute. East African competitors, particularly Dar es Salaam, are not standing still. Predictability across the entire corridor, not just berth productivity, is now the true competitive currency.

Collaboration mechanisms already exist. The Port Community Charter and regular KPA–stakeholder consultations provide platforms for alignment. Mbaru and KSAA have used them to press for strict 24–48-hour vessel turnaround windows, real-time tracking data, and closure of equipment gaps. These are not aspirational talking points; they are operational necessities if Kenya is to retain and grow its share of regional transit cargo destined for Uganda, Rwanda, South Sudan, the Democratic Republic of Congo, and beyond.

A Coherent Five-Year Vision

Mbaru’s roadmap is structured around five interlocking priorities that would transform Kenya’s gateways into interconnected, sustainable digital hubs.

Smart ports and digitalisation form the foundation. Manual, paper-heavy processes must give way to fully integrated real-time systems—upgraded Terminal Operating Systems, vessel traffic platforms, automated smart gates, and digital border and customs interfaces. Partial progress is already visible in TOS upgrades and gate automation projects, but the ambition must be end-to-end visibility so that a cargo owner in Kampala or Kigali can track status with the same confidence as an operator in Rotterdam or Singapore. A “super single window” linking KPA, KRA, and partner agencies is no longer a luxury; it is the only reliable way to eliminate human-induced delays that currently impose real financial costs.

Green corridors and decarbonisation align Kenya with the direction of global shipping regulation. Port readiness to supply shore power to ocean-going vessels, data-driven greenhouse-gas inventories, and baseline monitoring are practical steps that also future-proof the workforce. Training programmes that equip seafarers and shore-based professionals for green and autonomous vessels will determine whether Kenya merely complies with international standards or positions itself as a regional leader in sustainable maritime services.

Intermodal rail and road networks must be supercharged. Higher utilisation of the Standard Gauge Railway for bulk and containerised movements to hinterland markets is essential. Road upgrades along the Dongo Kundu and Northern Corridor access routes, combined with disciplined first- and last-mile coordination by shipping agents, will determine whether cargo leaves the port as efficiently as it arrives. Without seamless intermodal connectivity, digital and green investments at the waterfront will deliver only partial returns.

Auxiliary infrastructure and Lamu integration address capacity and resilience. Scaling modern warehousing, fulfilment centres, and cargo-visibility tools will support growing e-commerce and regional trade. Unlocking the Dongo Kundu Special Economic Zone and accelerating deep-water and yard capabilities at Lamu—backed by through bills of lading—creates a dual-port system that reduces concentration risk and opens new trade corridors toward Ethiopia and South Sudan. Recent stakeholder engagements at Lamu have underscored both the opportunity and the urgency of complementary road and rail investment.

Human capital and professionalisation underpins everything else. Deepened partnerships with institutions such as the Institute of Chartered Shipbrokers can build a local workforce capable of managing next-generation operations. Technology without skilled people produces expensive underperformance.

The Stakes Are Structural, Not Incremental

The risk of inaction is not merely slower growth; it is relative decline. Global liner networks are consolidating and becoming more selective about reliable, cost-competitive ports. Regional peers are investing. Kenya’s comparative advantages—geographic position, existing infrastructure, and institutional frameworks such as the Port Community Charter—remain real, but they are time-sensitive.

Conversely, disciplined execution of this agenda would deliver compounding benefits: lower logistics costs for East African economies, stronger transit volumes, improved resilience through dual ports, alignment with climate and digital standards that attract capital and shipping lines, and higher-value employment in a professionalised maritime sector.

Progress will require sustained political will, inter-agency discipline (particularly between KPA and KRA), targeted public and private investment, and continued constructive pressure from industry bodies such as KSAA. The record 2025 throughput demonstrates that demand exists. The question is whether Kenya will convert that demand into durable competitiveness or allow operational friction to dilute it.

Mbaru’s diagnosis is clear-eyed and his roadmap coherent. The maritime sector’s future will be shaped less by the next record tonne figure than by whether stakeholders treat the port as the centre of a system—or continue to treat the system as an afterthought to the port. The choice is still Kenya’s to make.

Kenya’s maritime sector stands at a decisive crossroads.
