It is a timely test of whether the region can translate the rhetoric of the African Continental Free Trade Area (AfCFTA), the Blue Economy, and regional integration into bankable infrastructure, digital systems, and sustainable practices that actually move cargo faster, cheaper, and cleaner.

Ports remain the indispensable arteries of African trade, with roughly 80% of the continent’s external commerce moving by sea. For the ten landlocked countries that depend on PMAESA member ports—serving some 800 million people—efficient gateways are not a luxury but an economic lifeline. Dar es Salaam Port itself illustrates both the opportunity and the strain: it handled 33.7 million tonnes in the 2025/26 financial year, a sharp rise from 27.7 million the previous year, already exceeding earlier master-plan projections for 2030/31. Growth of this magnitude demands more berths, deeper drafts, smarter systems, and resilient hinterland links.

The forum’s theme—“Unlocking Sustainable Port and Maritime Investment for Regional Integration”—correctly frames the task. Investment is the binding constraint. Ageing infrastructure, limited container storage, long dwell times, and weak rail connections continue to raise logistics costs and erode competitiveness. At the same time, global shipping is shifting toward larger vessels, stricter environmental rules, and digital data standards. Ports that fail to modernize risk becoming bottlenecks rather than catalysts for AfCFTA trade.

Three interlocking priorities stand out.

First, capacity and connectivity. The Tanzania Ports Authority’s planned additional container berths and the recent 30-year concession awarded to DP World—initially committing more than $250 million, with potential to reach $1 billion including hinterland logistics—signal that private capital is available when the policy and commercial framework is credible. Similar public-private and development-finance partnerships are needed across the region, from Mombasa and Maputo to Walvis Bay and Toamasina. Corridors linking ports to landlocked markets must be treated as single, integrated systems rather than fragmented projects.

Second, digitalization and operational efficiency. Paper-based processes, fragmented data, and slow vessel and cargo clearance still inflate costs. Regional workshops on the IMO Compendium, Maritime Single Windows, and Port Community Systems show growing recognition that digital platforms can cut bureaucracy and improve predictability. Harmonized systems across PMAESA ports would amplify these gains, enabling seamless information exchange and better integration with customs and hinterland operators.

Third, the green transition. Ports must simultaneously expand and decarbonize. Green port toolkits, shore power, energy-efficient equipment, and climate-resilient design are no longer optional. PMAESA’s engagement with the Maritime Technology Cooperation Centre Africa and other partners reflects an understanding that sustainability is both a regulatory necessity and a competitive advantage. Investors and development banks increasingly screen for environmental, social, and governance (ESG) performance; ports that lag will find capital harder to attract.

Financing remains the decisive variable. Domestic resources, as Tanzania has demonstrated with oil-storage facilities funded entirely from its own balance sheet, can play a larger role. Yet the scale of need—new berths, dredging, digital platforms, inland dry ports, and multimodal links—requires blended finance: public budgets, development finance institutions such as the Development Bank of Southern Africa and the African Development Bank, commercial banks, and private operators. The forum’s explicit focus on showcasing bankable projects and facilitating partnerships is therefore its most practical contribution.

Success will not be measured by the number of memoranda signed in Dar es Salaam. It will be measured by whether priority projects move from PowerPoint to procurement, whether digital systems are actually implemented and interoperate, and whether green standards become operational norms rather than aspirational statements. Regional cooperation through PMAESA can help by sharing best practices, standardizing approaches, and presenting a more coherent investment proposition to global capital.

The stakes extend beyond the ports themselves. Efficient maritime gateways lower the cost of imported inputs and exported commodities, support industrialization, create jobs in logistics and related services, and strengthen the physical backbone of AfCFTA. They also position the region to capture more value from the Blue Economy—shipping, coastal tourism, fisheries, and emerging ocean industries—while managing environmental risks.

Dar es Salaam in late October 2026 is therefore not just another conference. It is a moment for governments, port authorities, investors, and operators to move from diagnosis to deal-making. The region has the geography, the growing traffic, and the institutional platform in PMAESA. What it needs now is disciplined execution: clear project pipelines, credible risk allocation, digital and green standards that stick, and the political will to treat ports as strategic national and regional assets rather than isolated commercial facilities.

If the forum delivers on that agenda, Africa’s eastern and southern seaboard can become a more competitive, connected, and sustainable link in global trade. If it does not, the congestion, costs, and missed opportunities will continue to tax the continent’s growth. The choice, and the opportunity, is clear.

As Eastern and Southern African ports prepare to converge in Dar es Salaam from 28–30 October 2026, the PMAESA Ports and Maritime Investment Forum and Exhibition offers more than just networking and project pitches.
