The chief guest is Hon. Hassan Ali Joho, EGH, Cabinet Secretary for Mining, Blue Economy and Maritime Affairs. The flyer circulating for the event captures more than a ceremonial milestone. It crystallises a quiet but consequential shift in how Kenya is preparing to claim its place in the global maritime economy.

Bandari’s journey began in 1980 as Bandari College, an in-house training arm of the Kenya Ports Authority created after the collapse of the East African Railways and Harbours Corporation. Its original brief was practical and limited: keep port operations running. Over decades it expanded, yet it remained constrained by its institutional form. In November 2018, Legal Notice No. 233 transformed it into Bandari Maritime Academy, a Semi-Autonomous Government Agency and designated Regional Centre of Excellence for maritime skills and the Blue Economy. That legal change was not bureaucratic housekeeping. It was a recognition that Kenya’s long coastline, strategic ports, and under-exploited ocean resources required a specialised institution capable of producing internationally certificated seafarers, marine engineers, and logistics professionals at scale.

The December graduation is therefore the first public accounting of that transformation. Graduates will walk across a stage that represents years of curriculum redesign, investment in simulators, STCW-compliant safety training, partnerships with global shipping lines, and the slow, difficult work of securing sea-time berths—the bottleneck that has historically prevented many African trainees from completing the pathway to officer certification. Recent announcements of MoUs with operators such as CMA CGM, placements facilitated through crewing agencies, and the ongoing construction of a KSh 2.4 billion Maritime Survival Training and Certification Centre (targeted for completion around the same period) show an institution deliberately closing the gap between classroom and ship.

The choice of chief guest is equally deliberate. Hassan Ali Joho is a product of Mombasa’s coastal politics and a former two-term governor of the county that hosts Kenya’s principal port. His current portfolio places him at the intersection of mining, fisheries, shipping, and ocean governance—the very domains the Academy serves. His presence signals political ownership of the Blue Economy agenda at the highest levels of the executive. It also carries symbolic weight: a coastal leader returning to the institution that trains the next generation of coastal talent, in the city whose economy has long depended on the sea yet has too often watched skilled maritime jobs go to foreigners.

Kenya’s policy documents have long spoken of the Blue Economy as the “eighth pillar” of Vision 2030 and a potential engine of employment and foreign exchange. The global seafarer market faces documented shortages of officers; shipping lines are actively seeking reliable sources of trained crew from emerging maritime nations. Bandari’s growing network of industry placements, its accreditation as an Institute of Chartered Shipbrokers centre, and its adoption of modern training technologies (including augmented-reality welding simulators and full-mission bridge systems) position it to respond to that demand. Yet the numbers remain modest relative to the opportunity. The Academy trains several thousand trainees annually across short courses and longer diploma and certificate programmes, but the pipeline of fully certificated officers ready for international fleets is still narrow. Sea-time remains the critical constraint. Without sustained political and commercial pressure to expand onboard training opportunities, the graduation ceremonies of the future risk celebrating potential rather than realised employment.

There are deeper structural questions. Maritime education is expensive and specialised. Simulators, survival pools, firefighting facilities, and qualified instructors require continuous capital and recurrent funding. The Academy’s status as a SAGA gives it operational flexibility, but it still operates within the broader constraints of public-sector budgeting and the competing demands of Kenya’s education system. Attracting and retaining high-calibre instructors, ensuring gender balance in a traditionally male-dominated sector, and extending outreach beyond the Coast into inland counties are ongoing challenges. Recent awareness campaigns in places such as Nandi and Bomet suggest the institution understands that the Blue Economy must not remain a coastal preserve if it is to deliver national impact.

The graduation also invites a more sober assessment of what “Centre of Excellence” means in practice. Regional leadership is not conferred by title; it is earned through consistent production of competent graduates who find work, through research and innovation that address African maritime conditions, and through partnerships that transfer technology and standards rather than merely import them. Bandari’s progress on ICS accreditation, industry MoUs, and infrastructure is encouraging. The test will be whether the class of 2026 and subsequent cohorts can move from ceremony into sustained careers at sea and ashore, and whether the Academy can scale without diluting quality.

For the young men and women who will receive their certificates on 3 December, the day will be personal—the culmination of rigorous training, regimental discipline, and the hope of better livelihoods. For the country, it is institutional proof of concept. Kenya has declared its intention to become a maritime nation. Bandari Maritime Academy is one of the few instruments designed specifically to turn that declaration into human capital. The presence of the Cabinet Secretary responsible for the sector underscores that the government recognises the link. The real measure of success will not be the eloquence of the speeches or the polish of the flyer. It will be whether, five and ten years from now, Kenyan officers and engineers are visible on the bridges and in the engine rooms of the world’s merchant fleets, and whether the Blue Economy has moved from policy slogan to measurable contribution to jobs, skills, and national income.

The first graduation is not an endpoint. It is a public declaration that the work of building a competent maritime workforce has begun in earnest. The sea does not wait for perfect institutions. Kenya’s response, embodied in this Academy and this ceremony, must match the urgency of the opportunity.

On Thursday, 3 December 2026, from 8 a.m. at its oceanfront campus in Mombasa, Bandari Maritime Academy will host its first graduation ceremony.
