Wan Hai’s CI8 service will connect Haiphong and South China to Mundra and Nhava Sheva around the same time. Two new weekly rotations, announced within days of each other, each promising shippers more options, more frequency, more resilience.

For freight forwarders, these announcements are not abstractions. They are immediate commercial tests. A new port call means new rate requests, new routing decisions, and new expectations from customers who assume that anyone with a booking platform can service any port on the map. The uncomfortable truth, as one alliance executive put it this week, is that “a carrier can add a port to a rotation fast, but finding a partner you trust there takes longer.”

That gap—between the speed of vessel deployment and the slower work of building ground-level relationships—is the defining tension in African and Indian Ocean trade logistics right now. The carriers are moving. The infrastructure is being built. The partners are the missing variable.

The China–Africa Corridor Gets Another Lane

DP World’s new service, operated by its Shipping Solutions AMEA business, will rotate through Shanghai, Ningbo, Nansha, Port Klang Westport, Dar es Salaam, Maputo, and Singapore before returning to Shanghai. It is a weekly service, designed to carry Chinese machinery, electronics, construction materials, and automotive components southbound, and African agricultural products and minerals northbound.

What makes this launch more than a routine schedule addition is the infrastructure behind it. DP World is simultaneously investing $165 million to expand the Maputo container terminal and has committed more than $500 million to modernise Dar es Salaam. The carrier is not merely calling at these ports; it is vertically integrating the corridor. This is DP World’s “Connected Trade Corridors” strategy in practice—ocean shipping, port infrastructure, and inland transport treated as a single system.

For shippers, that integration is attractive. For independent forwarders, it is a warning. When the same entity controls the vessel, the terminal, and the inland leg, the space for third-party intermediaries narrows. The forwarder’s value proposition must shift from “I can book space” to “I can solve problems the carrier cannot or will not solve”—customs quirks, last-mile exceptions, documentary disputes, and the thousand small frictions that determine whether a container arrives on time or sits in a yard.

Tanzania and Mozambique: The Partner Problem

The DP World rotation lands squarely in two markets where local partnership quality varies enormously. Tanzania has a functioning but congested port ecosystem in Dar es Salaam, with ongoing modernisation efforts and a government pushing for greater local participation in maritime services. Mozambique’s Maputo corridor serves not only its own hinterland but also South Africa’s Gauteng province and landlocked Zimbabwe, making it a critical but complex gateway.

The logistics costs tell the story. Across the Southern African Development Community, logistics expenses range from 20 to 60 percent of landed product cost, compared with 8 to 10 percent in OECD economies. The primary drivers are delays at borders and terminals, non-tariff barriers, poor road conditions, and the absence of a comprehensive rail solution. A new weekly vessel call does not fix any of these. It only adds volume to a system that must already manage these frictions.

This is where the forwarder’s local partner becomes decisive. A good partner in Dar es Salaam knows which clearing agent actually answers the phone. A good partner in Maputo understands the customs decree requiring that cargo clearing be handled by a third party not involved in the shipping process—a regulation that has reshaped how forwarders structure their operations. Without that ground-level knowledge, a new service is just a schedule.

The India Lane: Less Drama, More Volume

Wan Hai’s CI8 service, while less geopolitically freighted than the Africa route, is equally significant for Asian trade flows. The rotation—Haiphong, Qinzhou, Nansha, Shekou, Port Klang Northport, Mundra, Nhava Sheva, back through Port Klang to Haiphong—deploys vessels of 2,800 to 3,000 TEU on a 35-day round trip.

The timing reflects India’s container growth. Jawaharlal Nehru Port Authority handled 4.66 million TEUs between April and September 2026, up 17.6 percent year on year, with September alone setting a monthly record at 834,697 TEUs. Mundra, meanwhile, is developing a dedicated empty-container yard with integrated warehousing, designed to handle approximately 1.6 million TEUs annually.

For forwarders, the CI8 service offers a direct routing option between Vietnamese and South China manufacturing hubs and India’s western gateways. But the same partner question applies. Mundra and Nhava Sheva are sophisticated ports with deep agent networks, but the quality of service varies sharply. A forwarder without a trusted correspondent in either location will struggle to convert a new sailing into a satisfied customer.

The Uncomfortable Arithmetic

The freight alliance executive who posed the partner question this week offered a striking admission: when a forwarder asks about a country where the network has no member, the honest answer is no—even if it means losing the sale. That is a rare thing in an industry that often promises first and scrambles later.

The arithmetic is simple. Carriers are adding capacity to Africa and India because the trade fundamentals justify it. China supplied 30.5 percent of Tanzania’s imports in 2024, worth $4.78 billion, and 16.2 percent of Mozambique’s. The volumes are real. But the logistics ecosystem that must absorb this new capacity is not automatically ready. Ports are being expanded, but inland corridors remain expensive and unreliable. Vessels are being deployed, but the agents who must handle the cargo on the ground are not interchangeable.

For East African and Indian importers and exporters, the new services are genuinely good news. More competition on the water usually means better rates and more routing flexibility. But the benefits only materialise if the cargo moves smoothly after discharge. And that depends on people—the clearing agents, the truckers, the warehouse operators, the problem-solvers who know how to navigate a system that does not always work as designed.

What to Watch

The next few months will reveal whether the new capacity outpaces the partner infrastructure. Watch three things.

First, transit times. DP World has not disclosed vessel capacities or transit times for the China Africa Link. If the actual door-to-door times from Shanghai to Kampala or Lusaka do not improve, the service will be a schedule addition rather than a supply-chain shift.

Second, rate behaviour. New services often trigger rate competition on the affected lanes. But if the underlying cost structure—port charges, inland transport, documentation—remains high, the savings may be marginal.

Third, partner capacity. The freight alliances and networks that have invested in genuine local representation in Dar es Salaam, Maputo, Mundra, and Nhava Sheva will be the ones able to convert the new sailings into commercial value. Those without will either decline the business or, worse, accept it and underdeliver.

The carriers have done their part. The ships are coming. The question now is whether the ground game can keep up.

The author is an independent analyst covering trade lanes and logistics in Africa, the Atlantic and the Indian Ocean region.
