Coming after the June 2026 STCW Regulation I/10 mutual recognition agreement, the meeting signals a deliberate effort to convert certificate equivalence into actual employment for Kenyan seafarers on South Korean-flagged vessels. It is a tangible step in Kenya’s broader campaign to position itself as a meaningful supplier of maritime labour amid a tightening global market for qualified officers and ratings.

STCW Regulation I/10 provides the legal framework under which one flag state may recognise certificates of competency issued by another after verifying that training, certification and quality standards meet the Convention’s requirements. Kenya’s successful independent evaluation and retention of IMO White List status in 2025 gave the country the credibility to pursue such agreements. The Korea pact joins earlier deals with Panama, Liberia, Singapore, Jamaica, Saudi Arabia, Dominica and Palau, collectively opening theoretical access to more than 14,000 ships. South Korea’s advanced shipping sector and structured approach to crew supply make this particular relationship especially promising.

KIMFT’s involvement is not incidental. The institute has already engaged Kenya through ODA-supported programmes, including the Smart Integrated Global Onboard Training initiative, which has brought successive cohorts of Kenyan cadets from institutions such as the Technical University of Mombasa, Bandari Maritime Academy and JKUAT to Busan for safety training and sea time aboard Korean training vessels. Parallel efforts to transfer advanced maritime education systems and explore public–private cooperation aim to raise the quality and volume of Kenyan graduates. JSM International’s presence as a ship management company suggests the conversation has moved beyond training into actual placement pathways.

The economic logic is sound. Global projections point to a shortfall of roughly 90,000–114,000 STCW-certified officers by 2030. Traditional labour-supplying nations face demographic and wage pressures. Kenya, with a young population, growing training capacity and White List credentials, sits in a favourable position. Official targets speak of scaling active seafarers from the current roughly 5,000 out of 16,000 registered toward 20,000–40,000. Successful placement on Korean vessels would generate remittances, skills transfer and demonstration effects that strengthen Kenya’s brand in the blue economy.

Yet the gap between signed agreements and filled berths remains the central test. Sea time continues to be the primary bottleneck. Classroom STCW compliance has expanded; structured cadet berths have not kept pace. Without reliable pathways onto commercial vessels, certificates risk becoming expensive paper. Seafarer Identity Documents have faced procurement delays precisely when mutual recognition agreements multiply, leaving qualified Kenyans unable to board. Wage structures, recruitment oversight and protection against abandonment or unpaid wages require stronger institutional muscle; recent complaints about delayed pay and distress cases underline that employment without dignity is not progress.

South Korean operators will demand consistent quality, language competence, cultural adaptability and reliable supply. Kenya must therefore treat the relationship as a systems challenge, not a one-off diplomatic win. That means accelerating SID issuance, expanding genuine sea-time partnerships with managers such as JSM and others, aligning curricula more tightly with operational needs, and ensuring that licensed recruitment agencies operate transparently. It also means investing in the soft infrastructure of seafarer welfare so that Kenyan crew are competitive not only on cost but on professionalism and retention.

The broader strategic context matters. Kenya’s blue economy ambitions cannot rest solely on exporting labour. A national merchant fleet, stronger port-state labour inspection capacity and deeper domestic shipping activity would create complementary demand and bargaining power. Bilateral training and recognition deals buy time and open doors; they do not substitute for a coherent industrial strategy.

This latest engagement with KIMFT and JSM is therefore welcome and well-timed. It demonstrates that Kenya is moving from aspirational statements to concrete bilateral mechanisms. The measure of success will not be the photographs of the Director General receiving the delegation or the volume of memoranda signed. It will be the number of Kenyan officers and ratings who actually join Korean vessels, the remittances that follow, the skills that return, and the gradual elevation of Kenya’s standing in the global maritime labour market. Certificates recognised on paper are necessary. Careers realised at sea are the real milestone.

The Kenya Maritime Authority’s recent hosting of a South Korean delegation from the Korea Institute of Maritime and Fisheries Technology (KIMFT) and JSM International Ltd marks more than diplomatic courtesy.
