Kenya stands at a strategic crossroads. With its expansive coastline, abundant renewable energy resources, and the bustling Port of Mombasa—one of Africa’s most critical maritime gateways—the country is uniquely positioned to lead not only in green industrialization but also in the transformation of regional shipping. Developing green hydrogen along the coast is more than an energy venture; it is a strategic imperative for economic resilience, environmental stewardship, and maritime decarbonization.
Kenya’s Green Hydrogen Strategy and Roadmap, launched in 2023, rightly identifies the coastal region as a prime location for production. Proximity to seawater for desalination, strong solar and wind potential, existing port infrastructure, and the Dongo Kundu Special Economic Zone create ideal conditions for large-scale development. Projects such as HDF Energy’s Renewstable® initiative in Kwale and Dongo Kundu Energy Ltd’s solar-powered electrolyzer facility demonstrate tangible momentum. These efforts can produce green hydrogen and its derivatives—particularly green ammonia and methanol—which are essential for hard-to-abate sectors, including maritime transport.
Why the Maritime Sector Matters
Maritime transport handles over 90% of Kenya’s international trade, with Mombasa serving as the economic lifeline for Kenya and much of the East African hinterland. Yet shipping remains heavily reliant on fossil fuels, contributing significantly to both global and local emissions. With international regulations tightening—including the IMO’s greenhouse gas reduction targets—Kenya faces the risk of stranded assets, rising compliance costs, and diminished competitiveness without viable alternatives.
Green hydrogen derivatives offer a practical pathway. Ammonia, produced from green hydrogen, is emerging as a leading zero-carbon marine fuel. It can be stored and transported more efficiently than pure hydrogen, making it well-suited for bunkering at ports. By establishing production hubs along the coast, Kenya can position Mombasa—and potentially Lamu via the LAPSSET corridor—as a regional green fuel bunkering center. This would attract cleaner vessels, reduce fossil fuel import dependence, and unlock new revenue streams through fuel exports or regional supply.
Economic and Strategic Benefits
The dividends extend well beyond emissions reduction:
· Job creation and industrialization: Coastal hydrogen projects will generate employment across renewable energy, electrolysis, desalination, logistics, and port operations. They align with Vision 2030 by fostering green manufacturing, advancing fertilizer self-sufficiency (reducing costly imports), and adding value within the blue economy.
· Energy security and grid stability: Integrating electrolyzers with the national grid allows flexible operation that can absorb surplus renewable power, lowering overall system costs and enhancing reliability—a dual benefit for hydrogen production and domestic electricity supply.
· Regional leadership: Kenya can pioneer Green Shipping Corridors in the Western Indian Ocean, supplying clean fuels to vessels calling at Mombasa and supporting decarbonization efforts across neighboring countries. This strengthens Kenya’s geopolitical standing and attracts international investment from partners such as the EU, Germany, and multilateral development banks.
· Environmental gains: Beyond emissions reduction, successful coastal projects can demonstrate responsible desalination and brine management practices, while supporting Kenya’s broader climate objectives and biodiversity conservation along the coast.
Challenges and the Path Forward
Significant challenges remain: high capital costs, the need for specialized infrastructure (storage, handling, and safety protocols for ammonia), workforce development, and ensuring that projects prioritize domestic needs before scaling up exports. Financing in a high-WACC environment and building investor confidence through clear regulations and credible off-take agreements will also be critical.
These obstacles are surmountable with bold policy action. Accelerating the National Action Plan on maritime decarbonization, incentivizing green port infrastructure under the Kenya Ports Authority’s Green Port Policy, fast-tracking permitting for coastal projects, and fostering public-private partnerships will be essential. Collaboration between the Ministry of Energy, Kenya Maritime Authority, Kenya Ports Authority, and private developers must intensify.
Kenya should aim higher: pilot ammonia bunkering at Mombasa within the next few years, integrate hydrogen into port operations (e.g., shore power, tugs, and cargo handling), and leverage its renewable advantage to become Africa’s green maritime fuel hub.
The editorial imperative is clear. Investing in coastal green hydrogen is not optional—it is foundational to a prosperous, sustainable maritime future. By seizing this opportunity, Kenya can secure energy independence, drive economic transformation, protect its coastal environment, and claim leadership in the global shift to clean shipping. The tide is turning; Kenya must sail boldly with it.
The time for action is now. Future generations—and the planet—will thank us for it.
